أما المادة 2 من بروتوكول كيوتو، فتنص على أن السياسات والتدابير الرامية إلى تحقيق الالتزامات بتحديد وخفض الانبعاثات كمياً، يجب أن تعزز التنمية المستدامة.

Parties included in Annex I may use the certified emission reductions accruing from such project activities to meet part of their quantified emission limitation and reduction commitments under Article 3, paragraph 1, as determined by the Conference of the Parties serving as the meeting of the Parties to this Protocol.
`2` يجوز للأطراف المدرجة في المرفق الأول أن تستخدم وحدات خفض الانبعاثات المعتمد الناجمة عن أنشطة المشاريع هذه في الوفاء بجزء من التزاماتها الكمية بتحديد وخفض الانبعاثات بموجب الفقرة 1 من المادة 13، وفقاً لما يقرره مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في هذا البروتوكول؛

1. Each Party included in Annex I, in achieving its quantified emission limitation and reduction commitments under Article 3, in order to promote sustainable development, shall:
١- يقوم كل طرف مدرج في المرفق اﻷول، في أداء التزاماته بتحديد وخفض الانبعاثات كميا بموجب المادة ٣، بغية تعزيز التنمية المستدامة، بما يلي:

Parties included in Annex I may use the certified emission reductions accruing from such project activities to meet part of their quantified emission limitation and reduction commitments under Article 3, paragraph 1, as determined by the Conference of the Parties serving as the meeting of the Parties to this Protocol.
`2` للأطراف المدرجة في المرفق الأول أن تستخدم تخفيضات الانبعاثات المعتمدة المتأتية من أنشطة المشاريع هذه للوفاء بجزء من التزاماتها بتحديد وخفض الانبعاثات كمياً بموجب الفقرة 1 من المادة 3، على نحو ما يقرره مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في هذا البروتوكول.

The first sentence of Article 3, paragraph 7, refers to the first quantified emission limitation and reduction period, 2008 to 2012, and establishes the method for calculating the assigned amount for each Annex I Party for that period.
فالجملة الأولى من الفقرة 7 من المادة 3 تشير إلى الفترة الأولى للالتزامات بتحديد وخفض الانبعاثات كمياً، 2008 إلى 2012، وتحدد أسلوب حساب الكمية المسندة إلى كل طرف من الأطراف المدرجة في المرفق الأول لتلك الفترة.

4. Any trading pursuant to paragraph 2 shall be supplemental to domestic actions for the purpose of meeting quantified emission limitation and reduction commitments under Article 3.
4- أي اتجار عملاً بالفقرة 2 يكون مكملاً للإجراءات المحلية لأغراض الوفاء بالالتزامات الكمية بتحديد وخفض الانبعاثات بموجب المادة 3.

To assist Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments under Article 311,12,13,19; and

The purpose of the clean development mechanism shall be to assist Parties not included in Annex I in achieving sustainable development and in contributing to the ultimate objective of the Convention, and to assist Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments under Article 3.
2- يكون الغرض من آلية التنمية النظيفة هو مساعدة الأطراف غير المدرجة في المرفق الأول على تحقيق التنمية المستدامة والإسهام في الهدف النهائي للاتفاقية، ومساعدة الأطراف المدرجة في المرفق الأول على الامتثال لالتزاماتها بتحديد وخفض الانبعاثات كميا وفقاً للمادة 3.

IPCC inventory methodologies, approved by the Conference of the Parties to the Convention as recommended by the SBSTA, should form the basis of determining compliance with Parties’ emission limitation and reduction commitments.
٨٢١-٢ وينبغي أن تشكل منهجيات الجرد للفريق الحكومي الدولي المعني بتغير المناخ، التي أقرها مؤتمر اﻷطراف في الاتفاقية بناء على توصية الهيئة الفرعية للمشورة العلمية والتكنولوجية، اﻷساس لتقرير الامتثال بالتزامات اﻷطراف بتحديد وخفض الانبعاثات.

For the purposes of compliance with Article 3 commitments, each Party included in Annex I shall limit its use of the mechanisms pursuant to Articles 6, 12 and 17 collectively which shall not exceed X per cent of that Party's assigned amount pursuant to their quantified emission limitation and reduction commitments as inscribed in Annex B.

2.
