In its decision RC-1/17, on financing and budget for the biennium 2005 - 2006, the Conference of the Parties at its first session included a number of actions to facilitate the financial operation of the Convention following its entry into force.

Introducing the sub-item, the representative of the Secretariat recalled that, by its decision RC4/12 on financing and budget for the triennium 2009 - 2011, the Conference of the Parties had adopted a programme of work and budget that included a request to the Secretariat to establish a clearing-house mechanism for the Rotterdam Convention in cooperation with the Basel and Stockholm conventions.

In paragraph 2 of its decision RC-1/17, on financing and budget for the biennium 2005 - 2006, the Conference of the Parties approved an indicative operational budget for 2006 and decided, in paragraph 3 of that decision, that the indicative figure for 2006 would be reconsidered at its second meeting on the basis of recommendations made by the head(s) of the Convention secretariat.

In accordance with paragraph 7 of Article 13 of the Stockholm Convention and the decisions SC-5/22 on needs assessment and SC-5/28 on financing and budget for the biennium 2012-2013, the financial needs assessment for 2015-2019 assesses the funding needed by developing country parties and parties with economies in transition to implement the Convention over the period 2015-2019.

At its fourth meeting, the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade adopted decision RC-4/12, on financing and budget for the triennium 2009 - 2011, in which, among other things, it requested the Executive Secretaries of the Convention Secretariat:
اعتمد مؤتمر الأطراف في اتفاقية روتردام المتعلقة بتطبيق إجراء الموافقة المسبقة عن علم على مواد كيميائية ومبيدات آفات معينة خطرة متداولة في التجارة الدولية، في اجتماعه الرابع، المقرر ا ر - 4/12، بشأن التمويل والميزانية لفترة السنوات الثلاث 2009 - 2011، الذي، في جملة أمور، طلب فيه من الأمناء التنفيذيين لأمانة الاتفاقية ما يلي:

Takes note of the programme for the regional and national delivery of technical assistance for 2009 - 2011 contained in the annex to the Secretariat note on technical assistance under the Rotterdam Convention and requests the secretariat to support the activities contained therein as available resources allow and in accordance with decision RC-4/12 on financing and budget for the triennium 2009 - 2011;
