ولا يمكن تحقيق هدف إخلاء العالم من الأسلحة النووية إلا إذا دمرت الدول الحائزة للأسلحة النووية تماماً أسلحتها النووية في وقت مبكر، وتمسكت الدول غير الحائزة لأسلحة نووية بتعهدها بعدم اقتناء تلك الأسلحة في الوقت الذي تبذل فيه كلتا الفئتين من البلدان جهوداً متواصلة لنزع السلاح النووي ومنع انتشار الأسلحة النووية.
