247. Subsequently, Royal Decree No. 334/1984 of 6 March 1984, on the organization of special education, developed the main features and principles of education for pupils with special educational needs.
٧٤٢- ثم حدد المرسوم الملكي رقم ٤٣٣/٤٩٩١ المؤرخ في ٦ آذار/مارس والمعني بتنظيم التربية الخاصة الجوانب الرئيسية والمبادئ التي تنظم التعليم المخصص للتلاميذ الذين لهم احتياجات تربوية خاصة.

77. Children with special needs can obtain education in special educational institutions (partly separated environment), in special classes of general educational institutions (integrative environment) or in general educational institutions (inclusive environment).
77- وبإمكان الأطفال ذوي الاحتياجات الخاصة الحصول على التعليم في مؤسسات تربوية خاصة (بيئة منفصلة جزئياً)، وفي فصول خاصة داخل مؤسسات التعليم العامة (بيئة تكاملية) أو في مؤسسات التعليم العامة (بيئة شاملة).

The Ministry organizes special programmes with the help of international experts specialized in the education of such children;

The obligation of the State to provide secondary education is laid down in article 17 of the Education Act, 1988, which states that " it shall be the duty of the State to provide for the secondary education of the children of Maltese citizens being children who have completed their primary education and who do not have special educational needs " .
746- إن التزام الدولة بتوفير التعليم الثانوي مقرر في المادة 17 من قانون التعليم لعام 1988 التي تنص على أنه " من واجب الدولة توفير التعليم الثانوي لأبناء المواطنين المالطيين، الذين أتموا مرحلة التعليم الابتدائي وليسوا ذوي احتياجات تربوية خاصة " .

iii) Autistic children, a category for whom there are special educational and training programmes to enable them to overcome the handicaps that might cause them to fail in their studies if they were left without special educational care to facilitate their integration in ordinary academic life through the special educational programmes organized by the Ministry;
(ج) الأطفال التوحُّديين ولهذه الفئة برامج خاصة لتأهيلها وتدريبها للوصول بها إلى المستوى الذي يجعلها قادرة على تجاوز المعوقات التي تعرضها للفشل فيما إذا ترك هؤلاء الأطفال دون توفير رعاية تربوية خاصة. وهذه البرامج تؤهلهم للاندماج في الحياة الدراسية العادية بعد تأهيلهم من خلال البرامج التعليمية التي تعدها الوزارة؛

Article 16 (1) states: " It shall be the duty of the State to provide for the primary education of the children of Maltese citizens being children of compulsory age who do not have special educational needs, or who have not qualified for secondary education. "
إذ إن المادة 16 (1) تنص على أنه " من واجب الدولة توفير التعليم الابتدائي لأطفال المواطنين المالطيين، الذين في عمر التعليم الإلزامي وليسوا ذوي احتياجات تربوية خاصة أو لم يتأهلوا لتلقي التعليم الثانوي " .

Under that Decree, special education was defined as an integral part of the education system and concrete expression was given to the various types of support and adjustment required for pupils with special needs to be able to exercise their right to education effectively.
والتربية الخاصة بموجب هذا المرسوم تشكل جزءاً لا يتجزأ من نظام التعليم، وهي تتجسد في مجموعة من المساعدات والتنظيمات اللازمة لتمكين الدارسين الذين لهم احتياجات تربوية خاصة من التمتع الفعلي بحقهم في التعليم.

It recommended that Comoros establish special education programmes for children with disabilities and actively seek their inclusion in society.
وأوصت اللجنة بأن تضع جزر القمر برامج تربوية خاصة بالأطفال المعوقين وتسعى بنشاط لإدماجهم في المجتمع(33).

Methodological and didactic know-how and special pedagogic centres, which are mainly set up at locations of special schools, were established by law, in order to support integration by means of material and human resources.
