ونظر الفريق العامل فيما إذا كان ينبغي للإشارات إلى الأحداث الكارثة وإلى الأحداث التي لا يمكن التكهن بها وإلى عدم وجود سلوك تعويقي من جانب الجهة المشترية أن تكون إشارات تجميعية.

(a) There is an urgent need for the goods, construction or services, and engaging in tendering proceedings would therefore be impractical, provided that the circumstances giving rise to the urgency were neither foreseeable by the procuring entity nor the result of dilatory conduct on its part; or,
)أ( إذا كانت هناك حاجة ملحة الى السلع أو الانشاءات أو الخدمات، وكان الدخول في اجراءات المناقصة قد أصبح لذلك أمرا غير عملي، بشرط ألا تكون الظروف التي تنشأ عنها الحاجة الملحة ظروفا كان بوسع الجهة المشترية التكهن بها وألا تكون ناتجة عن سلوك تعويقي من جانب الجهة المشترية؛ أو

)ب( إذا كانت هناك حاجة ملحة الى السلع أو الانشاءات أو الخدمات، وكان الدخول في إجراءات المناقصة أو في أي اسلوب اشتراء آخر قد أصبح لذلك أمرا غير عملي، بشرط ألا تكون الظروف التي تنشأ عنها الحاجة الملحة ظروفا كان بوسع الجهة المشترية التكهن بها، وألا تكون ناتجة عن سلوك تعويقي من جانب الجهة المشترية؛

When there is an urgent need for ensuring continuity in the provision of the service, and engaging in a competitive selection procedure would therefore be impractical, provided that the circumstances giving rise to the urgency were neither foreseeable by the contracting authority nor the result of dilatory conduct on its part;
)أ( عندما تكون هناك حاجة ماسة الى ضمان استمرارية تقديم الخدمة المعنية ويكون من غير العملي الدخول في اجراءات اختيار تنافسية ، شريطة ألا تكون الظروف المتسببة في الاستعجال ظروفا تستطيع الهيئة المتعاقدة أن تتنبأ بها أو ظروفا ناشئة عن تصرف تعويقي من جانب تلك الهيئة ؛

)أ( عندما تكون هناك حاجة ماسة الى ضمان توفير الخدمة فورا ، ويكون لذلك من غير العملي الدخول في اجراءات اختيار تنافسية ، شريطة ألا تكون الظروف المسببة للاستعجال ظروفا تستطيع الهيئة المتعاقدة أن تتنبأ بها أو ظروفا ناشئة عن تصرف تعويقي من جانبها .
