1. Article 25 of the Covenant recognizes and protects the right of every citizen to take part in the conduct of public affairs, the right to vote and to be elected and the right to have access to public service.

4.4 The State party asserts that article 25 cannot be understood as establishing a right to unlimited access to any public service post, but merely as a right to apply for appointment to public service positions on general terms of equality.
4-4 وتؤكد الدولة الطرف أن المادة 25 لا يمكن أن تُفهم على أنها تمنح حقاً في تولي أي وظيفة في الخدمة العامة دون قيد، بل تعطي فقط حقاً في طلب تقلد الوظائف العامة بشروط عامة على قدم المساواة.
