Pursuant to General Assembly resolution 47/21 of 25 November 1992, I sent a Special Envoy, Mr. Tommy Koh, on a goodwill mission to the Baltic States and the Russian Federation, from 29 August to 9 September 1993, in order to facilitate the withdrawal of foreign military forces from the territories of Estonia, Latvia and Lithuania.
٤٧١ - عملا بقرار الجمعية العامة ٤٧/٢١ المؤرخ ٢٥ تشرين الثاني/نوفمبر ١٩٩٢، أوفدت السيد تومي كوه مبعوثا خاصا في مهمة مساع حميدة إلى دول البلطيق والاتحاد الروسي، في الفترة من ٢٩ آب/أغسطس إلى ٩ أيلول/سبتمبر ١٩٩٣، من أجل تيسير انسحاب القوات العسكرية اﻷجنبية من أراضي استونيا ولاتفيا وليتوانيا.

وإذ نتكلم عن سلامة الاتفاقية، فان السيد تومي كوه ممثل سنغافورة، الذي كان حينئذ رئيس مؤتمر الأمم المتحدة لقانون البحار، أعلن، في ملاحظاته الشهيرة في كانون الأول/ديسمبر 1982، أن اتفاقية الأمم المتحدة لقانون البحار تعمل بوصفها دستور المحيطات.

Let me join all others in conveying thanks and congratulations to Ambassador Tommy Koh of Singapore, who guided us so successfully through the last sessions of the Conference, and to His Excellency, Ambassador Javier Péréz de Cuéllar who, as Secretary-General, addressed the final session of the Conference in Montego Bay and so rightly noted that, with the adoption of the Convention, international law had been irrevocably transformed.
ودعوني أشارك الآخرين في الإعراب عن الشكر والتهاني إلى السفير تومي كوه ممثل سنغافورة، الذي قادنا بنجاح كبير عبر الدورات الأخيرة للمؤتمر، وإلى سعادة، السفير خافير بيريز دي كوييار، الذي وجّه، بصفته أمينا عاما، خطابا إلى الدورة الختامية للمؤتمر في مونتيغو باي، وذكر بحق أن القانون الدولي تحوّل باعتماد الاتفاقية، تحوُّلا غير قابل للرجوع عنه.

I should also like to sincerely thank the United Nations and Secretary-General Boutros Boutros-Ghali, who monitored the fulfilment of the obligation to withdraw that army, and who, during the most critical moments, sent his envoy, Ambassador Tommy Koh, to Vilnius, and Mr. Stoyan Ganev, President of the forty-seventh session of the General Assembly, who visited Lithuania and the other Baltic States in July to discuss the army's withdrawal.
