2. In the case of a tie in the first ballot among three or more candidates obtaining the largest number of votes, a second ballot shall be held.
2 - في حالة تعادل الأصوات في الاقتراع الأول بين ثلاثة مرشحين أو أكثر حصلوا على أكبر عدد من الأصوات، يجرى اقتراع ثان.

If the number of candidates receiving a two-thirds majority is less than the number of members to be elected, we will proceed to a restricted ballot limited to those candidates that have obtained the greatest number of votes in the previous ballot, which should not be more than twice the seats remaining to be filled.

In accordance with rule 94 of the rules of procedure, this second round of balloting will be restricted to the candidates having obtained the greatest number of votes in the previous ballot, to a number not more than twice the number of seats remaining to be filled.

In accordance with the rules of procedure we should continue with a series of restricted ballots. This is in accordance with rule 94, which states that if three such unrestricted ballots are inconclusive the next three ballots shall be restricted to the candidates who obtained the greatest number of votes in the third of the unrestricted ballots.

3. If the number of candidates obtaining such a majority is less than the number of places to be filled, additional ballots shall be held to fill the remaining places, the voting being restricted to the candidates obtaining the greatest number of votes in the previous ballot to a number not more than twice the places remaining to be filled.
٣ - إذا كان عدد المرشحين الحاصلين على هذه اﻷغلبية أقل من عدد المناصب المقرر شغلها، تجرى اقتراعات إضافية لشغل المناصب المتبقية، ويقتصر التصويت على المرشحين الذين حصلوا على أكبر عدد من اﻷصوات في الاقتراع السابق على ألا يتجاوز عددهم ضعف عدد المناصب المتبقية.

Article 4, paragraph 4, of the Statute further stipulates that the " persons elected to the Tribunal shall be those nominees who obtain the largest number of votes and a two-thirds majority of the States Parties present and voting, provided that such majority includes a majority of the States Parties " .
