The work of the Forum takes into account the great variety of country and minority situations and that, consequently, different measures may be required to promote and protect the rights of persons belonging to religious minorities within a given State.

Besides the problem of ongoing human rights violations, the issue of the rights of persons belonging to religious minorities also poses a number of conceptual challenges which require systematic clarification.
