In order that the increase in the number of judges in the Appeals Chambers of the International Tribunals might be made, the Security Council also decided that two additional judges should be elected as soon as possible as judges of the International Tribunal for Rwanda and that the judges so elected should serve until the expiry of the terms of office of the judges currently serving on the Tribunal.

Following the amendment of the Tribunal's statute, the General Assembly elected two new judges to the Tribunal on 24 April 2001, and the President of the Tribunal transferred two existing judges to the Appeals Chambers on 1 June 2001.

78. Ideally, judges should be assigned exclusively to the Trial Chambers or the Appeals Chamber and appeal judges should have had some prior service as trial judges in one of the Tribunals.
78 - بنبغي، مثاليا، تخصيص القضاة للدوائر الابتدائية أو دائرتي الاستئناف على وجه الحصر، وينبغي أن يكون لدى قضاة دائرتي الاستئناف خدمة سابقة كقضاة دوائر ابتدائية في إحدى المحاكم.
