وتطالب المرحلة الثانية من الاتفاق بإعادة الجنديين الإسرائيليين مقابل السجناء الخمسة المتبقّين في إسرائيل، ورفات ثمانية لبنانيين قُتلوا في العمليات أثناء حرب عام 2006، ومعلومات عن مواطنين لبنانيين (يحيى سكاف ومحمد فرّان)، ورفات أربعة من أعضاء جماعة دلال المغربي، إلى جانب عدد من المواطنين اللبنانيين الآخرين بلغ 199، معظمهم من أصل فلسطيني.
