The Committee also regrets the lack of available information regarding the number of victims of torture and illtreatment who may have received compensation and the amounts awarded in such cases as well as the lack of information about other forms of assistance, including medical or psychosocial rehabilitation, provided to these victims.

The Committee is concerned that there is no explicit provision in domestic legislation and no specific programmes of assistance and support that provide for the right of victims of torture and ill-treatment to fair and adequate compensation, including the means for as full rehabilitation as possible, as required by article 14 of the Convention (art. 14).
٢١- يساور اللجنة القلق من عدم وجود أي أحكام صريحة في القانون المحلي ولا أي برامج محددة للمساعدة والدعم تنص على حق ضحايا التعذيب والمعاملة السيئة في التعويض العادل والكافي، بما في ذلك الوسائل اللازمة لإعادة التأهيل الكامل قدر الإمكان، على نحو ما تقتضيه المادة 14 من الاتفاقية (المادة 14).

(a) Establish an independent and effective mechanism to facilitate submission of complaints by victims of torture and illtreatment to public authorities, including obtaining medical evidence in support of their allegations, and to ensure in practice that complainants are protected against any ill-treatment or intimidation as a consequence of their complaint or any evidence given.
(أ) إنشاء آلية مستقلة وفعالة لتسهيل تقديم الشكاوى للسلطات العامة من قبل ضحايا التعذيب والمعاملة السيئة، بما في ذلك الحصول على أدلة طبية لدعم مزاعمهم وضمان الحماية الفعلية لمقدمي الشكاوى من أي سوء معاملة أو ترهيب بسبب الشكاوى أو أي أدلة تم تقديمها.

(e) It imposes on the State the obligation to compensate in full victims of human rights violations and recognizes the right to rehabilitation of victims of torture and cruel, inhuman or degrading treatment inflicted or tolerated by agents of the State;

Furthermore, the State party should provide in its next periodic report information about any reparation programmes, including treatment of trauma and other forms of rehabilitation provided to victims of torture and illtreatment, as well as the allocation of adequate resources to ensure the effective functioning of such programmes.
