1. The main objective to be pursued by international cooperation in Outer Space should be the development by all States of indigenous capability in space science and technology and their applications.
١ - ينبغي أن يتمثل الهدف الرئيسي الذي يتعين أن يسعى إليه التعاون الدولي في مجال الفضاء الخارجي في قيام جميع الدول بتنمية القدرة المحلية في مجال علوم وتكنولوجيا الفضاء وتطبيقاتهما.

The implementation of the programme will also strengthen efforts at the national, regional and global levels, including among entities of the United Nations system and international space-related entities, to maximize the benefits of the use of space science and technology and their applications.

The Office will focus on strengthening capacity, in particular that of developing countries, in the use and applications of space science and technology for sustainable development and in the development of national space law and legislation.
