4. Over the course of the last few weeks, the parties made major strides towards establishing the Temporary Security Zone envisaged in the Agreement on Cessation of Hostilities.
4 - قطع الطرفان، على مدى الأسابيع القليلة الماضية، أشواطا بعيدة تجاه إنشاء المنطقة الأمنية المؤقتة المتوخاة في اتفاق وقف الأعمال العدائية.

Although such weapons are not heavy military equipment, as defined in the Agreement on a Cease-fire and Separation of Forces signed in Moscow on 14 May 1994, they cannot be regarded as personal weapons either, and the parties can therefore be said to be not in compliance with the spirit of the agreement.
وبالرغم من أن تلك اﻷسلحة ليست معدات عسكرية ثقيلة حسب التعريف الوارد في اتفاق وقف إطلاق النار والفصل بين القوات الموقع في موسكو في ١٤ أيار/مايو ١٩٩٤، فلا يمكن أيضا اعتبارها أسلحة شخصية، ولذا يمكن القول بأن الطرفين لم يمتثلا لروح الاتفاق.

The Military Coordination Commission noted for the record the Eritrean reservation that the southern boundary of the proposed Temporary Security Zone did not reflect the line of administration of 6 May 1998 referred to in the Agreement on Cessation of Hostilities.
وأحاطت لجنة التنسيق العسكرية علما، كمسألة رسمية، التحفظ الإريتري ومفاده أن الحد الجنوبي للمنطقة الأمنية المؤقتة المقترحة لا يعكس خط 6 أيار/مايو 1998 الإداري المشار إليه في اتفاق وقف أعمال القتال.

28. In this connection, I wish to highlight that both the Government of Ethiopia and the Government of Eritrea committed themselves in the Agreement on Cessation of Hostilities to guaranteeing the free movement of UNMEE throughout the territories of the parties.
28 - وأود في هذا الصدد أن أؤكد أن حكومتي إثيوبيا وإريتريا كلتيهما قد تعهدتا في اتفاق وقف الأعمال العدائية بضمان حريــة التنقل للبعثـــة فــي كل أراضي الطرفين.

(d) To prepare for the establishment of the Military Coordination Commission provided for in the Agreement on Cessation of Hostilities;

2. The parties agreed in the Agreement on Cessation of Hostilities of 18 June 2000 (S/2000/601) to create a Temporary Security Zone, which would be a demilitarized area between the armed forces of both countries.
2 - وافق الطرفان في اتفاق وقف الأعمال العدائية المؤرخ 18 حزيران/يونيه 2000 (S/2000/601) على إنشاء منطقة أمنية مؤقتة (المنطقة) منزوعة السلاح وتفصل بين القوات المسلحة للبلدين.

This action by the Government of Eritrea has severely reduced the Mission's capacity to implement its monitoring mandate as requested by the parties in the Agreement on Cessation of Hostilities signed at Algiers on 18 June 2000 and authorized by the Security Council in its resolutions 1312 (2000) of 31 July 2000 and 1320 (2000).
وقد كان لهذا الإجراء من جانب حكومة إريتريا أثره العميق في خفض قدرة البعثة على تنفيذ مهام الرصد الموكلة إليها بناء على طلب الطرفين في اتفاق وقف أعمال القتال الموقع في الجزائر في 18 حزيران/يونيه 2000، والتي أذن بها مجلس الأمن في قراريه 1312 (2000) المؤرخ 31 تموز/يوليه 2000 و 1320 (2000).

34. In the meantime, there is still an opportunity for Eritrea to reconsider its position, resume fuel supplies to UNMEE, lift all restrictions on the Mission, and allow it to continue to perform the tasks originally envisaged in the Agreement on Cessation of Hostilities.
34 - وفي الوقت ذاته، لا تزال هناك فرصة أمام إريتريا لكي تعيد النظر في موقفها، وأن تستأنف إمدادات الوقود إلى البعثة، وأن ترفع جميع القيود المفروضة على البعثة، وأن تسمح لها بمواصلة أداء مهامها الواردة أصلا في اتفاق وقف أعمال القتال.

As discussed in more detail below, the timely completion of the Mission's mandate, linked in the Agreement on Cessation of Hostilities and in resolution 1320 (2000) to the demarcation of the boundary, will also require mine clearance in support of demarcation.
وعلى نحو ما يرد بمزيد من التفاصيل أدناه، فإن انتهاء البعثة من ولايتها في الوقت المطلوب الذي رُبط بتعيين الحدود في اتفاق وقف الأعمال القتالية وفي القرار 1320 (2000)، سيظل يتطلب إزالة الألغام دعما لتعيين الحدود.

36. In view of the heightening tensions, it is more important than ever for UNMEE to be able to carry out its key role, namely, monitoring the Temporary Security Zone as well as the redeployed positions of the armed forces of the two sides, as specified in the Agreement on Cessation of Hostilities of June 2000 and as mandated by the Security Council in resolution 1320 (2000).
36 - وفي ضوء التصعيد في التوترات يصبح من المهم أكثر من أي وقت مضى أن يكون فــي مقــدور البعثــة القيام بدورهــا الرئيسي وهـو رصــد المنطقــة الأمنية المؤقتة وكذلك مواقع إعادة نشر القوات المسلحة على الجانبين كما هو محدد في اتفاق وقف أعمال القتال المؤرخ حزيران/يونيه 2000 وكما كلف بذلك قرار مجلس الأمن 1320 (2000).

As was underlined in those briefings, Eritrea's decision to restrict all types of helicopter flights by UNMEE within Eritrean air space severely inhibits the Mission's capacity to implement its monitoring mandate, as requested by the parties in the Agreement on Cessation of Hostilities of 18 June 2000, and authorized by the Security Council in its resolutions 1312 (2000) and 1320 (2000).
وإن قرار إريتريا بتقييد جميع أنواع رحلات طائرات الهليكوبتر التابعة لبعثة الأمم المتحدة في إثيوبيا وإريتريا داخل المجال الجوي الإريتري، كما تم التأكيد على ذلك في هذه الإحاطات، يعرقل بشكل خطير قدرة البعثة على تنفيذ ولاية المراقبة المناطة بها، على النحو الذي طالبت به الأطراف في اتفاق وقف أعمال القتال المؤرخ 18 حزيران/يونيه 2000، وأذن به مجلس الأمن في قراريه 1312 (2000) و 1320 (2000).

They have noted that discussions were held in New York between the Secretariat and a delegation from the Russian Federation concerning the possible role of United Nations military observers and their relationship with the Commonwealth of Independent States (CIS) peace-keeping force envisaged in the Agreement on a Cease-fire and Separation of Forces signed by the parties in Moscow on 14 May 1994 (S/1994/583, annex I).
وأحاطوا علما بأن مناقشات أجريت في نيويورك بين اﻷمانة العامة ووفد من الاتحاد الروسي بشأن الدور الذي يمكن أن يقوم به مراقبو اﻷمم المتحدة العسكريون وعلاقتهم بقوة حفظ السلم التابعة لرابطة الدول المستقلة، المتوخاة في اتفاق وقف إطلاق النار والفصل بين القوات الذي وقع عليه الطرفان في موسكو في ١٤ أيار/مايو ٤٩٩١ )S/1994/583، المرفق اﻷول(.

I also commend its central role in carrying out the monitoring and verification mechanism agreed upon by the warring parties in the cessation of hostilities agreement.
وأُشيد أيضا بدور الهيئة المحوري في إنشاء آلية الرصد والتحقق التي اتفقت عليها الأطراف المتحاربة في اتفاق وقف الأعمال العدائية.

This incursion into the Zone was in violation of the security arrangements of the Agreement on Cessation of Hostilities.
ونفذت هذه الغارة على المنطقة خرقا للترتيبات الأمنية المنصوص عليها في اتفاق وقف أعمال القتال.
