In the Republic of Chechnya of the Russian Federation, the main focus has been on upholding the principle of voluntary return, especially for the 15,000 internally displaced persons still in camps in Ingushetia, on the need to allow access to registration for civilians who have sought refuge in Ingushetia, and on the need to protect civilians caught in the midst of the conflict in Chechnya itself.
