(c) The Security Council should fully implement Articles 31 and 32 of the Charter and rules 37 and 38 of the Council's provisional rules of procedure, so that non-members whose interests are specially affected may participate in discussions of any question brought before the Security Council.
(ج) ينبغي لمجلس الأمن أن ينفذ بصورة كاملة المادتين 31 و 32 من الميثـــاق والمادتيــن 37 و 38 من النظام الداخلي المؤقت للمجلس، لكي يتسنى لغير الأعضاء ذوي المصالح المتأثرة بشكل خاص أن يشتركوا في المناقشات التي تجري بشأن أي مسألة تعرض على المجلس.
