The Advisory Committee reiterated the recommendation originally made in its report on the proposed budget for the Force for 2009/10 (A/63/746/Add.9) that the Secretary-General should review the structure of UNFICYP and the Secretary-General's good offices for Cyprus with a view to avoiding duplication of substantive and support functions.

In this regard, the Committee notes, however, that the figure is primarily the result of income over expenditure in the amount of $245.6 million in UNAMID (ibid., chap. V, statement XVI) and addresses this matter further in its report on the proposed budget of UNAMID for 2012/13 and the performance report for the period 2010/11.

17. in its report on the proposed budget of the International Tribunal for the Former Yugoslavia for the biennium 2012-2013, the Advisory Committee expressed the view that greater efforts should be made to streamline the Tribunal's staffing structure and recommended that the Secretary-General explore options for accelerating the abolition of positions funded under general temporary assistance (A/66/600, para. 57).

Mr. Chumakov (Russian Federation) said that, while his delegation supported the consensus on the draft resolution before the Committee, it noted that the Advisory Committee, in its report on the proposed budget for 2012/13 of the United Nations Mission in South Sudan (A/66/718/Add.17), had suggested that the Mission's objectives and indicators of achievement were unrealistic.
42 - السيد تشوماكوف (الاتحاد الروسي): قال على الرغم من أن وفد بلده يؤيد توافقاً في الآراء بشأن مشروع القرار المعروض على اللجنة، فإنه لاحظ أن اللجنة الاستشارية، في تقريرها عن الميزانية المقترحة للفترة 2012/2013 لبعثة الأمم المتحدة في جنوب السودان (A/66/718/Add.17)، أشارت إلى أن أهداف البعثة ومؤشرات الإنجاز غير واقعية.

The Committee recalls that in its report on the proposed budget for the period 2013/14 it had taken into account the low rate of implementation of construction projects in the periods 2011/12 and 2012/13, and recommended against increasing the resources requested under construction services ($23,083,800), thereby maintaining the same level of resources as for the period 2012/13 ($10,953,800).
