2.8.2 Tacit acceptance of a reservation requiring unanimous acceptance by the other States and international organizations
2-8-2 القبول الضمني لتحفظ يستلزم قبول الدول والمنظمات الدولية الأخرى له بالإجماع

The acceptance, whether tacit or express, of a reservation made by a contracting party does not have the effect of depriving the Convention as a whole, or the relevant article in particular, of its declaratory character.
ولا يترتب على القبول الضمني أو الصريح لتحفظ يبديه طرف متعاقد انتفاء ما تكتسيه الاتفاقية برمتها أو المادة المقصودة من طابع معلن.

However, a partial withdrawal of a reservation should be treated differently. In such a case the objection should be effective only between the objecting State and the State which made the partial withdrawal of the reservation.
غير أنه يجب معاملة السحب الجزئي لتحفظ ما معاملة مختلفة، إذ ينبغي في هذه الحالة ألا يكون الإعتراض نافذا إلا فيما بين الدولة المعترضة والدولة التي قامت بالسحب الجزئي للتحفظ.

If, however, the modification amounted to no more than a partial withdrawal of a reservation, which did not require acceptance by other States parties, the objection by only one State party should not be sufficient to block it.
غير أنه إذا لم يكن الأمر يتعلق بسحب جزئي لتحفظ لا غنى عن موافقة الدول الأطراف الأخرى عليه، فإن الاعتراض الذي تبديه دولة واحدة يتعين ألا يكون كافيا لإبطاله.
