Also, the Law on the Implementation of the Constitutional Charter of the State Union of Serbia and Montenegro, in its article 18 subparagraph 4.2, provides that the Ministry of Human and Minority Rights of Serbia and Montenegro shall take over the responsibilities of the Federal Ministry of the Interior that concern foreigners, migration, immigration and asylum, passports, visa regime, border and integrated border management.

229. The Law on the Implementation of the Constitutional Charter of the State Union of Serbia and Montenegro (Official Gazette of S & M, No. 1/03) specified, as a protection measure pending adoption of appropriate regulations, that persons who had acquired the Yugoslav citizenship prior to the entry into force of the Constitutional Charter retain that citizenship and the right to use the existing public documents.
229 - وينص قانون تنفيذ الميثاق الدستوري لدولة اتحاد صربيا والجبل الأسود (الجريدة الرسمية لصربيا والجبل الأسود، العدد 1/03) كتدبير حمائي قيد اعتماد اللوائح الواجبة، على أن الأشخاص الذين حصلوا على الجنسية اليوغوسلافية قبل دخول الميثاق الدستوري حيز النفاذ يحتفظون بتلك الجنسية والحق في استخدام الوثائق العامة الموجودة.

It is granted to them by Constitutional Charter of state union Serbia and Montenegro, Charter on Human and Minority Rights and Civil Freedoms, Constitution of the Republic of Montenegro and series of laws that stipulate various fields of social life that have already been mentioned.
623 - وهذه تمنح لهن عن طريق الميثاق الدستوري لدولة اتحاد صربيا والجبل الأسود، وميثاق حقوق الإنسان والأقليات والحريات المدنية، ودستور جمهورية الجبل الأسود، ومجموعة القوانين التي تنص على مختلف مجالات الحياة الاجتماعية التي سبق ذكرها.

It is worth pointing out that the Constitutional Charter of state union Serbia and Montenegro prescribes the existence of the Ministry for Human and Minority rights whose task is to monitor the exercise of human and minority rights and to coordinate work on enforcement and respect of international conventions on protection of human and minority rights in cooperation with authorities of constituent states.
630 - وتجدر الإشارة إلى أن الميثاق الدستوري لدولة اتحاد صربيا والجبل الأسود يقضي بإنشاء وزارة حقوق الإنسان والأقليات، ومهمتها رصد ممارسة حقوق الإنسان والأقليات وتنسيق العمل بشأن إنفاذ واحترام الاتفاقيات الدولية المعنية بحماية حقوق الإنسان والأقليات بالتعاون مع سلطات الدولتين العضوين.

Having in mind that Constitutional Charter of state union Serbia and Montenegro, Charter on Human and Minority Rights and Civil Freedoms and the Constitution of RoM set forth general guarantees of equality of all citizens on the basis of sex, therefore they do not grant special guarantees for equality of women and men in protection and exercise of human rights, nor they prohibit discrimination against women on the basis of sex and marital status.
585 - وأخذا في الاعتبار بأن الميثاق الدستوري لدولة اتحاد صربيا والجبل الأسود، وميثاق حقوق الإنسان والأقليات والحريات المدنية، ودستور جمهورية الجبل الأسود تنص كلها على ضمانات عامة للمساواة بين جميع المواطنين على أساس الجنس، وبالتالي لا تمنح ضمانات خاصة للمساواة بين المرأة والرجل في صون حقوق الإنسان وممارستها، كما أنها لا تحظر التمييز ضد المرأة على أساس الجنس أو الحالة الاجتماعية.
