8. At the same session, the COP requested the SBI to elaborate the modalities and guidelines for the provisions of paragraph 7 above, for adoption by the COP at its seventeenth session.

63. In addition, the COP requested the SBI to elaborate modalities and guidelines for the provisions of paragraphs 61 and 62 above, for adoption by the COP at its seventeenth session.

Work on many of these issues was concluded by the COP at its seventh session, and are contained in the Marrakesh Accords; however, additional work on some issues continued at COP 8, COP 9 and COP 10, resulting in the preparation of additional draft decisions for adoption by the COP/MOP at its first session, as well as modifications by the COP to previously prepared draft decisions.

The action taken by the Board was based on the following decisions of the COP, each of which recommended a draft decision, covering also the annexes referred to below, for adoption by the COP/MOP at its first session (see also footnote 1 below):
