(c) transnational corporations and other business enterprises may employ persons aged 13 to 15 years in light work if national laws or regulations permit.

Reaffirming that transnational corporations and other business enterprises, their officers - including managers, members of corporate boards or directors and other executives - and persons working for them have, inter alia, human rights obligations and responsibilities and that these human rights norms will contribute to the making and development of international law as to those responsibilities and obligations,

While recognizing that States have the primary responsibility to promote and respect human rights, the preamble (para. 14) indicates that the purpose of the Norms is to " contribute to the making and development of international law as to [the] responsibilities and obligations [of transnational corporations and other business enterprises] " with regard to human rights.

The Commission on Human Rights has mandated the Special Representative of the Secretary-General on human rights and transnational corporations to " identify and clarify standards of corporate responsibility and accountability for transnational corporations and other business enterprises with regard to human rights " .
