١٠-١٨ واستخدام المواد الكيميائية له أهمية أساسية بالنسبة لحماية الصحة العامة وزيادة إنتاج الغذاء، غير أن استخدام المواد الكيميائية السمية أو صرف النفايات الخطرة بطريقة لا تخضع للمراقبة يهددان البيئة وصحة اﻹنسان، فيما تفتقر بلدان عديدة إلى المعلومات والموارد والخبرة الفنية اللازمة لكفالة اﻹدارة السليمة بيئيا للمواد الكيمائية والنفايات.

10.18 The objective is to increase the capacity of decision makers in Government and industry, as well as local authorities, to develop and adopt policies, strategies and practices that are cleaner and safer, make efficient use of natural resources, ensure safe management of chemicals and incorporate environmental costs so as to reduce pollution and risks for human beings and the environment.
10-18 الهدف هو زيادة قدرات صانعي القرار في الحكومات والصناعة وكذلك لدى السلطات المحلية لوضع واعتماد سياسات واستراتيجيات وممارسات نظيفة ومأمونة، واستغلال الموارد الطبيعية بكفاءة، وكفالة الإدارة المأمونة للمواد الكيمائية وما يترتب عليها من تكاليف بيئية، بهدف الحد من التلوث والمخاطر التي يتعرض لها الإنسان والبيئة.

The continued relevance of the sound management of chemicals and waste beyond 2020 is recognized. The need to prevent or minimize the significant adverse effects of chemicals and hazardous wastes on human health and the environment will continue to provide a strong basis for sound chemicals and waste management beyond 2020 and could be accompanied by supplementary targets and indicators, within a defined time frame.
وقد تم التسليم بأهمية استمرار الإدارة السليمة للمواد الكيمائية والنفايات في فترة ما بعد عام 2020؛ وسوف تستمر الحاجة إلى منع أو التقليل قدر الإمكان من نطاق الآثار السلبية للمواد الكيميائية والنفايات الخطرة على صحة الإنسان والبيئة في توفير الأساس القوي اللازم للإدارة السليمة للمواد الكيميائية والنفايات فيما بعد عام 2020، وقد تُصاحبها أهداف ومؤشرات تكميلية، في غضون إطار زمني مُحدد.()
