To achieve this, a flag State must ensure, before it registers a fishing vessel, that it can exercise its responsibilities with respect to vessels entitled to fly its flag.45

Flag States should ensure that fishing vessels entitled to fly their flag do not fish on the high seas or under the jurisdiction of other States unless they have obtained both a Certificate of Registry and an authorization to fish.24
وينبغي لدول العلم أن تكفل ألا تزاول سفن الصيد التي يحق لها رفع علمها الصيد في أعالي البحار أو في نطاق ولاية دول أخرى ما لم تكن قد حصلت على شهادة تسجيل وترخيص بالصيد(24).
