There were not equal opportunities for access to school and university education for vulnerable groups, such as children from poor families, from remote rural areas, or those belonging to minority groups.

4. Please clarify who gives consent for children under the age of 18 who wish to volunteer into the armed forces and who are not in the care of their family, such as children in street situations, orphans, children in alternative care and other children without a family environment.
4- يرجى بيان الجهة التي تمنح الموافقة على التطوع في القوات المسلحة للراغبين في ذلك من الأطفال دون سن 18 سنة الذين لا يحظون برعاية أسرتهم، مثل أطفال الشوارع، والأيتام، والأطفال المودعين مؤسسات الرعاية البديلة، وغيرهم من الأطفال المحرومين من البيئة الأسرية.

19. The Committee recommends that the State party take measures to identify children who are especially vulnerable to the practices covered by the Optional Protocol, such as children in street situations, girls, children living in remote areas and working children.
19- توصي اللجنة بأن تتخذ الدولة الطرف تدابير لتحديد الأطفال الأكثر عرضة للممارسات التي يشملها البروتوكول الاختياري، مثل أطفال الشوارع، والفتيات والأطفال الذين يعيشون في المناطق النائية، والأطفال العمال.

(b) Children in vulnerable situations, such as children living in street situations and victims of child prostitution continue to be perceived as offenders and to be detained in an unofficial detention centre in Gikondo under poor living conditions and without any charges; and
(ب) أن الأطفال الذين يعيشون أوضاعاً هشة، مثل أطفال الشوارع وضحايا الاستغلال في البغاء، يُنظر إليهم حتى الآن باعتبارهم مجرمين، ويُحتجزون في مركز احتجاز غير رسمي في جيكوندو في أوضاع معيشية صعبة دون توجيه أيّ تُهمٍ إليهم؛

(c) Permanently close all unofficial places of detention, including the detention centre in Gikondo and stop the arbitrary detention of children in need of protection, such as children in street situations and child victims of prostitution, and conduct thorough investigations of acts of arbitrary detention, ill-treatment, and other abuses occurring in the centres; and
(ج) الإغلاق الدائم لجميع أماكن الاحتجاز غير الرسمية، بما فيها مركز الاحتجاز في جيكوندو، وإيقاف الاحتجاز التعسّفي للأطفال المحتاجين للحماية مثل أطفال الشوارع وضحايا البغاء، وإجراء تحقيقات مُعمّقة بشأن أعمال الاحتجاز التعسفي وسوء المُعاملة والإساءات الأخرى التي تحدث في المراكز؛

(e) Ensure that children can exercise their right to legal aid directly, and address disparities in access to justice by enhancing the quality and accessibility of legal aid to all children, including those in situations of vulnerability, such as children of migrant workers and ethnic minorities and children from religious communities.
(ﻫ) ضمان تمكّن الأطفال من ممارسة حقهم في الحصول على معونة قانونية مباشرة، والتصدي للتفاوتات في الوصول إلى العدالة عن طريق تعزيز جودة المعونة القانونية المتاحة لجميع الأطفال، بما في ذلك الأطفال في أوضاع هشة، مثل أطفال العمال المهاجرين والأقليات الإثنية والجماعات الدينية، وفرصهم في الوصول إليها.

361. The Committee is concerned that the State party's Law on Nationality (1996) might lead to discrimination against children of non-Khmer origin and might, in violation of article 7 of the Convention, leave as stateless a large number of children born in Cambodia, such as children belonging to minority groups.

(67) The Committee urges the State party to ensure that policies, plans and legislation to address child labour, particularly in its worst forms, are implemented and provide effective protection for all children, in particular those belonging to vulnerable groups such as children living in the street and refugee children.

95. Participants agreed that particular attention must be paid to displaced children such as migrant, asylum-seeking or refugee children and those who had been internally displaced, as well as those with specific needs, such as children of divorced parents, children in alternative care, children with disabilities and children in conflict with the law.
95- واتفق المشاركون على وجوب إيلاء اهتمام خاص للأطفال المشردين من قبيل الأطفال المهاجرين، والأطفال ملتمسي اللجوء والأطفال اللاجئين والذين كانوا مشردين داخلياً وكذا الأطفال ذوي الاحتياجات الخاصة، مثل أطفال الآباء المنفصلين، والأطفال المودعين في مؤسسات الرعاية البديلة، والأطفال ذوي الإعاقات والأطفال المخالفين للقانون.
