23 - واستجابة لما تتطلبه الفقرة 4 من المادة 12، قام مؤتمر الأطراف في اتفاقية استكهولم بتطوير وتنفيذ ترتيبات تنشئ مراكز إقليمية ودون إقليمية لبناء القدرات ونقل التكنولوجيا.

As called for in paragraph 4 of article 12 of the Convention, the Conference of the Parties has developed and implemented arrangements establishing regional and subregional centres for capacitybuilding and transfer of technology to assist developing country parties and parties with economies in transition to fulfil their obligations under the Convention.
31 - وبحسب ما جاء في الفقرة 4 من المادة 12 من الاتفاقية، قام مؤتمر الأطراف بوضع وتنفيذ ترتيبات لإنشاء مراكز إقليمية ودون إقليمية لبناء القدرات ونقل التكنولوجيا من أجل مساعدة البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال على الوفاء بالتزاماتها بموجب هذه الاتفاقية.

(j) Development of case studies and a feasibility study on the establishment of regional and subregional centres for technical assistance and technology transfer pursuant to paragraph 4 of Article 12;
(ي) إجراء دراسات حالة ودراسات جدوى بشأن إنشاء مراكز إقليمية ودون إقليمية للمساعدة التقنية ونقل التكنولوجيا وفقاً للفقرة 4 من المادة 12؛

(c) The regional and subregional centres should be considered in the framework of existing regional centres, but scope should be provided for creating new regional or subregional centres housed in appropriate institutions where required in any particular region, taking into account optimization of synergies between the relevant multilateral environmental agreements;
(ج) ينبغي النظر إلى المراكز الإقليمية ودون الإقليمية في إطار المراكز الإقليمية الموجودة، مع ضرورة إفساح المجال لإنشاء مراكز إقليمية ودون إقليمية جديدة داخل المؤسسات الملائمة إذا تطلب الأمر ذلك في إقليم معين مع مراعاة تعظيم أوجه التآزر بين الاتفاقات البيئية متعددة الأطراف ذات الصلة؛

(i) Conduct an independent study on the potential benefits of establishing regional and subregional hubs for United Nations system representation in Africa, as part of a concerted system presence strategy in Africa, taking into consideration different geographical configurations of the African regional and subregional institutions;
