65. The aim of this report is to assist the Government of Rwanda in the promotion and protection of human rights.
٦٥ - الهدف من هذا التقرير هو مساعدة حكومة رواندا في تعزيز حقوق اﻹنسان وحمايتها.

The Secretary-General conceals the inability of the United Nations to assist the Government of Rwanda in addressing the problems faced by Rwanda, in particular the genocide, and the lack of success in stopping the intimidation in the refugee camps.
ويخفي الأمين العام عدم قدرة اﻷمم المتحدة على مساعدة حكومة رواندا في معالجة المشاكل التي تواجهها رواندا، وخاصة عملية إبادة اﻷجناس، وعدم النجاح في وقف التخويف في مخيمات اللاجئين.

19. UNAMIR has continued to assist the Government of Rwanda in facilitating the safe and voluntary return of refugees to their home communes.
١٩ - وقد واصلت البعثة مساعدة حكومة رواندا في تسهيل العودة السالمة والطوعية للاجئين إلى كوميوناتهم اﻷصلية.

وإذ يؤكد اهتمامه بأن تواصل اﻷمم المتحدة أداء دور فعال في مساعدة حكومة رواندا على تشجيع عودة اللاجئين وتوطيد مناخ تسوده الثقة والاستقرار وإنعاش رواندا وتعميرها،

Convinced that the speedy deployment of UNAMIR will make an important contribution towards the restoration of confidence, the early return of the refugees and in assisting the Government of Rwanda in the efforts at promoting national reconciliation,
واقتناعا منه بأن الوزع السريع لبعثة اﻷمم المتحدة لتقديم المساعدة إلى رواندا سيسهم اسهاما مهما في استعادة الثقة، وفي العودة المبكرة للاجئين وفي مساعدة حكومة رواندا في جهودها الرامية إلى التوصل الى المصالحة الوطنية،

35. The Special Representative commends the efforts of all United Nations agencies present in Rwanda to assist the Government of Rwanda in coping with the emergency situation.
٥٣ - ويشيد الممثل الخاص بجهود كافة وكالات اﻷمم المتحدة العاملة في رواندا من أجل مساعدة حكومة رواندا على مجابهة حالة الطوارئ.

22. Reiterates its concern at the conditions of detention in some detention centres, emphasizes the need for greater attention and resources to be directed to this problem and again urges the international community to assist the Government of Rwanda in this area;
٢٢- تكرر اﻹعراب عن قلقها إزاء ظروف الاحتجاز في بعض مراكز الاحتجاز، وتشدد على ضرورة تكريس المزيد من الاهتمام والموارد لتسوية هذه المشكلة، وتحث من جديد المجتمع الدولي على مساعدة حكومة رواندا في هذا المجال؛

The Special Rapporteur urges all relevant actors to assist the Government of Rwanda in its willingness to achieve the humanization du régime pénitentiare.
لذا تحث المقررة الخاصة كافة الجهات المعنية على مساعدة حكومة رواندا في سعيها ﻹضفاء طابع إنساني على نظام السجون (humanisation du régime pénitentiare).

24. In accordance with resolution 997 (1995), UNAMIR continued to assist the Government of Rwanda in facilitating the voluntary and safe return and resettlement of refugees and in promoting a climate of confidence and trust.
٤٢ - وعملا بالقرار ٩٩٧ )١٩٩٥(، واصلت البعثة مساعدة حكومة رواندا في تسهيل العودة الطوعية والمأمونة للاجئين وإعادة توطينهم، وفي إشاعة جو من الاطمئنان والثقة.
