The Group notes the importance of the Convention and urges all States operating, constructing or planning nuclear power reactors, or considering a nuclear power programme, which have not yet taken the steps necessary to become parties to the Convention, to do so.
وتلاحظ المجموعة أهمية الاتفاقية وتحث جميع الدول التي تقوم بتشغيل أو بناء أو تخطط لبناء مفاعلات للطاقة النووية، أو تنظر في إنشاء برامج للطاقة النووية، ولم تتخذ بعد الخطوات اللازمة لتصبح أطرافا في الاتفاقية، على القيام بذلك.

That has led a number of countries, in particular developing countries, to embark upon planning for the construction of nuclear power reactors, as well as for significant expansion in their existing programmes.
وذلك حدا بعدد من البلدان، لا سيما البلدان النامية، بالشروع في التخطيط لبناء مفاعلات للطاقة النووية، فضلا عن توسيع كبير في برامجها القائمة.

1. Not to manufacture, assemble, transfer or otherwise acquire nuclear power reactors.

These programmes include, among other things, the development of small-and medium-capacity multi-purpose power reactors which can also be used for seawater desalination and heating, as well as the development of advanced next-generation reactor and fusion technology.

It also urged all States, particularly those operating, constructing or planning nuclear power reactors, to become parties to the Convention on Nuclear Safety and called for a voluntary extension of the Convention beyond the operation of power plants, for example, to research reactors.

There have been several accidents that have damaged nuclear power reactors, of which the accident at Three Mile Island in the United States and Chernobyl in the Soviet Union were the most important.
١٥٢ - وقد وقعت بعض الحوادث التي دمرت مفاعلات للطاقة الكهربائية النووية، وأهمها حادثة ثري مايل أيلند في الولايات المتحدة، وحادثة تشيرنوبيل في الاتحاد السوفياتي.

We are particularly pleased that all States operating nuclear power reactors are now party to the Convention on Nuclear Safety, and urge all States currently constructing or planning nuclear power reactors to adhere to that Convention without delay.

The regime was based on the IAEA safeguards system, which was in turn founded on regional mechanisms, such as that established between Argentina and Brazil. The two countries had agreed on measures for cooperation and integration in nuclear matters, including the development of power reactors and uranium enrichment.

2. The Conference urges all member States commissioning, constructing or planning nuclear power reactors or considering nuclear power programmes to become party to the Convention on Nuclear Safety, and would welcome a voluntary application of the relevant provisions of the Convention to other nuclear installations dedicated to the peaceful uses of nuclear energy.
2 - ويحث المؤتمر جميع الدول الأعضاء التي تشغِّل أو تبني أو تخطط لبناء مفاعلات للطاقة النووية أو تنظر في إنشاء برامج للطاقة النووية على أن تصبح أطرافا في اتفاقية الأمان النووي، وهو سيرحب بالتطبيق الطوعي للأحكام ذات الصلة من الاتفاقية على المنشآت النووية الأخرى المخصصة لاستخدام الطاقة النووية في الأغراض السلمية.

The assessments were carried out between 2011 and 2012 in the member States that operate nuclear power plants and also, on a voluntary basis, in European Union neighbouring countries operating, owning or planning to build nuclear power plants.
وقد اضُّطلع بهذه التقييمات بين عامي 2011 و 2012 في الدول الأعضاء التي تقوم بتشغيل مفاعلات للطاقة النووية، واضُّطلع بها أيضا على أساس طوعي في البلدان المجاورة للاتحاد الأوروبي التي تشغّل مفاعلات الطاقة النووية، أو تملكها، أو تخطط لبنائها.
