Affirms that the exercise of the basic rights of the people of debtor countries to food, housing, clothing, employment, education, health services and a healthy environment cannot be subordinated to the implementation of structural adjustment polices, growth programmes and economic reforms arising from the debt;

A Criminal Code, a Code of Criminal Procedure, and a Code on Persons and Liberalities were adopted to define and sanction the exercise of the fundamental rights recognized to citizens.

(8) The Committee is concerned that article 15 of the Constitution permits restrictions on the exercise of the fundamental rights set out in chapter III (other than those set out in articles 10, 11, 13.3 and 13.4) which go beyond what is permissible under the provisions of the Covenant, and in particular under article 4, paragraph 1, of the Covenant.
(8) وتعرب اللجنة عن قلقها لأن المادة 15 من الدستور تُجيز فرض قيود على ممارسة الحقوق الأساسية المنصوص عليها في الفصل الثالث (بصرف النظر عن الحقوق المنصوص عليها في المواد 10 و11 و13-3 و13-4) والتي تتجاوز ما هو مسموح به بموجب أحكام العهد، لا سيما بموجب الفقرة 1 من المادة 4 من العهد.

Likewise, the Committee, when considering the report of a State party, pointed out that measures adopted by a Government to combat terrorism should not affect the exercise of the fundamental rights set forth in the Covenant, and in particular those in articles 6, 7 and 9.12
