25. States parties should at the Fourth Meeting of States Parties adopt the draft voluntary template for a Declaration of Compliance with Article 4 of the Convention on Cluster Munitions as annexed to this Working Paper.

1. The Kingdom of Norway hereby declares that as at 9 September 2013 it made every effort to identify all areas under its jurisdiction and control contaminated by remnants of cluster munitions, in accordance with article 4.1 of the Convention on Cluster Munitions.

Expressing the political will of the Nicaraguan Government, in May 2011, we delivered to the United Nations and the Organization of American States the annual report called for in article 7 of the Convention on Cluster Munitions.

3. The purpose of this paper is to encourage States Parties in the process of implementing Article 4 of the Convention on Cluster Munitions to identify, rapidly and accurately, contaminated areas and utilise the full range of methods to facilitate the safe and efficient release of land back to communities for productive use.

Appeals for such contributions will be circulated on ad hoc basis to cover specific activities in relation to, for example, State Party implementation of the operational aspects of the Convention in line with Article 6 of the CCM on international cooperation and assistance.
