21. To deal with such situations and comply fully with article 9 of the Covenant and paragraph 2 (h) of the Proclamation on Ageing, States parties should institute noncontributory oldage benefits or other assistance for all persons, regardless of their sex, who find themselves without resources on attaining an age specified in national legislation.
21- ومن أجل معالجة هذه الحالات، والامتثال بشكل كامل للمادة 9 من العهد والفقرة 2(ح) من الإعلان بشأن الشيخوخة، ينبغي للدول الأطراف أن تنشئ إعانات شيخوخة على أساس عدم الاشتراك، أو أشكال مساعدات أخرى لجميع الأشخاص، أيّاً كان جنسهم، ممّن يجدون أنفسهم بلا موارد عند بلوغ السن المحددة في التشريع الوطني.

He also wishes to refer to principles 11, 18 and 19 of the Declaration on Basic Principles of Justice for Victims of Crime and Abuse of Power adopted by the United Nations in November 1985.

While the Convention does not specifically make reference to the rights of indigenous women, the articles must be read in the light of article 22 of the Declaration on the Rights of Indigenous Peoples, which ensures that the special needs of indigenous women should be protected against all forms of discrimination.

35. On the basis of articles 2 and 4 of the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief, three issues need to be emphasized.

22. Under article 1 of the Declaration on Minorities, States are required to protect the existence and religious identity of persons belonging to religious minorities and encourage conditions for the promotion of that identity.

In paragraph 66 of the Declaration on Cities and Other Human Settlements in the New Millenium, Governments expressed support for the establishment of the Habitat Agenda Task Manager System, which is designed to allow better monitoring and mutual reinforcement of actions taken by international agencies in support of the implementation of the Habitat Agenda.

This is particularly relevant in relation to the guarantees set forth in article 32 of the Declaration regarding development or resource extraction projects affecting indigenous territories.

9. Article 3 of the United Nations Declaration on the Rights of Indigenous Peoples on self-determination, and in article 4 the right of indigenous peoples to autonomy and self-government, are central to any discussion of participation by and for indigenous peoples, nations and communities.
