11- إن الجمهورية العربية السورية، التي شاركت في تأسيس منظمة الأمم المتحدة منذ إنشائها، تنطلق في الممارسة والتطبيق من المقاصد والمبادئ المقررة في ميثاق الأمم المتحدة في تقرير مركزها السياسي والسعي لتحقيق نموها الاقتصادي والاجتماعي والثقافي، مع التمسك بمبادئ القانون الدولي كونه يوطد أساساً متيناً لاحترام الحقوق دولاً وأفراد.

By this we do not only mean a reformed Security Council which implements the provisions of the Charter in all circumstances without discrimination.
