565. The Special Rapporteur's attention was also drawn to the fact that the violence in Rutshuru, Masisi, Walikale and other places had caused a substantial influx of Zairian refugees into Rwanda.

Cases brought to the Special Rapporteur's attention include threatened displacement due to decisions by authorities to raise the level of dams, resulting in flooding and communities becoming at risk of having their homes submerged.

It was brought to the Special Rapporteur's attention that, since January 1995, fighting between government troops and opposition forces had intensified and that, in most parts of the war zone, human rights violations were being committed by Sudanese security officials, members of the armed forces and the Popular Defence Forces (PDF).
