Mr. NEAGU (Romania): Mr. President, the first month in the work of the Conference on Disarmament's annual session is the most stimulating but also the most challenging period.

Mr. NEAGU (Romania): I should like to add just a few words about draft resolution A/C.1/49/L.1/Rev.1 on objective information on military matters, including transparency of military expenditures, which has just been so ably introduced by the representative of Germany, Ambassador Wolfgang Hoffmann.

Mr. NEAGU (Romania) said that the disappearance of bloc politics, East-West tensions and ideological differences and the consequent reduction of suspicion had created the necessary background for increased openness and transparency as a basis for the increased confidence which was a sine qua non for arms reduction.

Mr. NEAGU (Romania): The draft resolutions on conventional weapons reveal an increased preoccupation on the part of Member States with the excessive accumulation, use and traffic — both legal and illegal — of such weapons.
