38- وتذكِّر اللجنة الدول الأطراف بأنه ينبغي اعتماد التدابير الخاصة المؤقتة للتعجيل بتعديل الممارسات الثقافية والمواقف النمطية المقولبة وأنواع السلوك التي تميز ضد المرأة أو تعمل لغير صالحها والقضاء على كل ذلك.

it refers to its general comment No. 31 (2004) on the nature of the general legal obligation imposed on States parties to the Covenant, according to which the failure by a State party to investigate allegations of violations could in and of itself give rise to a separate breach of the Covenant.

وتذكِّر اللجنة في هذا الصدد بقرار الجمعية العامة 61/148 الذي حثت فيه الجمعية العامة الدول الأطراف على تعجيل إجراءاتها المحلية المتعلقة بالتصديق على التعديل وإخطار الأمين العام كتابة في أسرع وقت ممكن بموافقتها عليه.
