The detention of Messrs. Khaled Mohamed Hamza Abbas, Adel Mostafa Qatamish, Ali Ezzedin Thabit, Zain El-Abidine Mahmoud and Tariq Ismail Ahmed is in breach of articles 9 and 10 of the Universal Declaration of Human Rights and articles 9 and 14 of the International Covenant on Civil and Political Rights, and falls within category III of the arbitrary detention categories referred to by the Working Group when considering cases submitted to it.
إن احتجاز السادة خالد محمد حمزة عباس، وعادل مصطفى قطامش، وعلي عز الدين ثابت، وزين العابدين محمود، وطارق إسماعيل أحمد يشكل خرقاً لأحكام المادتين 9 و10 من الإعلان العالمي لحقوق الإنسان والمادتين 9 و14 من العهد الدولي الخاص بالحقوق المدنية والسياسية، ويندرج ضمن الفئة الثالثة من فئات الاحتجاز التعسفي التي يستند إليها الفريق العامل عند النظر في الحالات المعروضة عليه.

With respect to Abdul Moneim Muhammad Sayyid Ahmad, Imam Abdul Moneim, Muna Muhammad Gad, Ahmad Abdul Moneim Muhammad and Zain Ahmad Sabir, who were allegedly subjected to torture by officers from Manshiet Nasr police station between 14 and 24 July 1994, the Government indicated that the DPP was conducting an investigation and hearing the statements of victims and witnesses at the request of the Office of the Attorney—General.
٨٣١- وفيما يختص بعبد المنعم محمد سيد أحمد وإمام عبد المنعم ومنى محمد جاد وأحمد عبد المنعم محمد وزين أحمد صابر، الذين زُعم بأنهم تعرضوا للتعذيب على أيدي ضباط من قسم شرطة منشية النصر بين ٤١ و٤٢ تموز/يوليه ٤٩٩١، أشارت الحكومة إلى أن مكتب المدعي العام قائم بإجراء التحقيق والاستماع إلى أقوال الضحايا والشهود بناء على طلب مكتب النائب العام.

The Working Group addressed a communication to the Government of Egypt on 18 June 2014, requesting detailed information about the current situation of Messrs. Khaled Mohamed Hamza Abbas, Adel Mostafa Qatamish, Ali Ezzedin Thabit, Zain El-Abidine Mahmoud and Tariq Ismail Ahmed, and the legal provisions justifying their continued detention and their compliance with international law.
١٣- وجه الفريق العامل رسالة إلى الحكومة المصرية في 18 حزيران/يونيه 2014، يطلب فيها معلومات مفصلة عن الحالة الراهنة للسادة خالد محمد حمزة عباس، وعادل مصطفى قطامش، وعلي عز الدين ثابت، وزين العابدين محمود، وطارق إسماعيل أحمد، وعن النصوص القانونية التي تبرر استمرار احتجازهم، ومدى امتثالها للقانون الدولي.

Dr. Abu Bakr Al-Saqaf, a 62-year-old university professor who had been suspended from his job following the publication of an article critical of the Government, and Zayn al-Saqaf, Director of a Studies’ Institute, were reportedly abducted in Sana’a by five armed men believed to be connected with the armed forces and the Ministry of Interior.
٦٧٤- وأُفيد بأن الدكتور أبو بكر السقاف وهو أستاذ جامعي يبلغ من العمر ٢٦ سنة كان قد أُوقف عن العمل عقب نشر مقال ينتقد فيه الحكومة، وزين السقاف مدير معهد الدراسات، اختطفا في صنعاء على أيدي خمسة رجال مسلحين يعتقد أن لهم صلة بالقوات المسلحة ووزارة الداخلية.
