The Ministers concluded that illegal Israeli settlement activities in the Occupied Palestinian Territory, including East Jerusalem, remain the major obstacle to peace, impairing all efforts to advance negotiations and achieve peace based on the two-State solution in accordance with the relevant UN resolutions, the Madrid principles, the Arab Peace Initiative and the Road Map.
280- خلص الوزراء إلى أن أنشطة الاستيطان الإسرائيلية غير المشروعة في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، لا تزال تمثل عقبة كبرى تعترض السلام وتقوِّض جميع جهود التقدم في المفاوضات وإحراز السلام على أساس حل الدولتين وفقاً لقرارات الأمم المتحدة ذات الصلة ومبادئ مدريد ومبادرة السلام العربية وخريطة الطريق.

We thus reiterate our call on the international community to exert the needed efforts to ensure compliance by Israel with its obligations under international law, which is essential for ensuring serious direct negotiations between the parties towards achievement of the long-standing objectives of the peace process based on the relevant United Nations resolutions, the Madrid principles, the Arab Peace Initiative and the Quartet road map.

The extremely fragile situation in the Occupied Palestinian Territory, including East Jerusalem, continued to deteriorate as the political process remained deadlocked owing to Israel's refusal to abide by the basic parameters of the peace process in accordance with United Nations resolutions, the Madrid principles, the Arab Peace Initiative and the Quartet road map.
19 - ومضت قائلة إن الحالة الهشة للغاية في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، تزداد سوءاً باستمرار لأن عملية السلام لا تزال تواجه طريقاً مسدوداً نتيجة لرفض إسرائيل التقيد بالمحددات الأساسية لعملية السلام وفقاً لقرارات الأمم المتحدة ومبادئ مدريد ومبادرة السلام العربية وخريطة الطريق التي وضعتها اللجنة الرباعية.

With the hope that direct negotiations, once resumed, can make rapid progress, it is also important to continue to uphold the basic framework for peace, as embodied in the relevant Security Council resolutions, the Madrid terms of reference, the Arab Peace Initiative and the Road Map obligations.
