25- يحثّ الدول الأطراف على النظر في استخدام الأدوات الواردة في الفصل الخامس من الاتفاقية عند تسوية قضايا تتعلق بجرائم واردة في الاتفاقية، ومنها الرشوة عبر الحدود الوطنية؛

16. urges States parties to promote the use of modern information and communications technologies to expedite asset recovery operations;

4. urges States parties, and invites signatories, to complete and return the checklist to the Secretariat within the deadline identified by the Secretariat;

The Conference should urge States parties to consider ways to facilitate access to relevant equipment and knowledge on modern marking techniques and to share successful measures and experiences with regard to ensuring import markings and better control of firearms at their ports of entry.
11- وينبغي للمؤتمر أن يحثّ الدول الأطراف على النظر في الطرائق التي تيسِّر الحصول على المعدات والمعارف ذات الصلة المتعلقة بتقنيات الوسم العصرية وتبادل التدابير والتجارب الناجحة فيما يتعلق بضمان وسم الواردات وتحسين مراقبة الأسلحة النارية في مرافئ دخولها.

5. urges States parties to develop or strengthen, as appropriate, laws to maximize opportunities for international cooperation, including in extradition and mutual legal assistance, and to prosecute migrant smugglers;
5- يحثّ الدول الأطراف على أن تضع أو تعزّز، حسب الاقتضاء، قوانين لتعظيم فرص التعاون الدولي، بما يشمل التعاون على تسليم المطلوبين والمساعدة القانونية المتبادلة، ولملاحقة مهرّبي المهاجرين قضائياً؛

(o) urges States parties to expeditiously execute requests for freezing, seizure and confiscation made pursuant to article 13 (International cooperation for the purposes of confiscation) of the Convention;

5. urges States parties not to refuse to render mutual legal assistance for offences established in accordance with the Convention on the grounds of the absence of a bilateral treaty concerning mutual legal assistance or its pending ratification, once such an agreement is signed;
5- يحثّ الدول الأطراف على ألاَّ ترفض تقديم المساعدة القانونية المتبادلة بشأن الأفعال المجرَّمة بمقتضى الاتفاقية على أساس عدم وجود معاهدة ثنائية بخصوص تقديم المساعدة القانونية المتبادلة، أو في الفترة التي تسبق التصديق على تلك المعاهدة بعد أن تكون قد وقعت عليها؛

22. urges States parties to ensure that reliable beneficial ownership information on companies is accessible onshore to law enforcement agencies and other relevant authorities, including, as appropriate, financial intelligence units and tax administrations, thus facilitating the investigation process and execution of requests;
22- يحثّ الدول الأطراف على أن تضمن إمكانية اطلاع أجهزة إنفاذ القانون وغيرها من الهيئات ذات الصلة، بما في ذلك، حسب الاقتضاء، وحدات الاستخبارات المالية وإدارات الضرائب، في الولاية القضائية في البلد الأم، على معلومات موثوقة عن الأصحاب الحقيقيين للشركات، بما ييسّر عملية التحقيق وتنفيذ الطلبات؛

(n) urges States parties to endeavour to make adequate and voluntary contributions to the account established in accordance with article 30, paragraph 2 (c), of the Convention for the purpose of technical assistance;

8. urges States parties to ensure that procedures for international cooperation allow for the seizure and restraint of assets for a time period sufficient to preserve assets during the pendency of foreign proceedings, and to expand cooperation in the enforcement of foreign judgements, including through awareness-raising for judicial authorities;
8- يحثّ الدول الأطراف على ضمان أن تسمح الإجراءات المتّبعة في التعاون الدولي بضبط الموجودات واحتجازها لفترة كافية من الزمن بغية الحفاظ على الموجودات ريثما يُبتّ في الإجراءات القانونية الأجنبية، وبغية توسيع مجال التعاون على إنفاذ الأحكام القضائية الأجنبية، بما في ذلك من خلال توعية السلطات القضائية؛

4. urges States parties, in accordance with the Smuggling of Migrants Protocol, to promote or strengthen, as appropriate, programmes and cooperation at the national, regional and international levels in support of regular migration and of deterring irregular migration so as to prevent and combat the smuggling of migrants;
4- يحثّ الدول الأطراف على أن تقوم، وفقاً لبروتوكول مكافحة تهريب المهاجرين، بتعزيز أو توطيد، حسب الاقتضاء، برامج وأوجه التعاون على الصعيد الوطني والإقليمي والدولي التي تدعم الهجرة النظامية وتردع الهجرة غير النظامية ابتغاء منع تهريب المهاجرين ومكافحته؛

16. urges States parties to strengthen measures, as outlined in the section on prevention, cooperation and other measures of the Smuggling of Migrants Protocol, to prevent smuggling of migrants and increase the sharing of information between States parties and relevant authorities;
16- يحثّ الدول الأطراف على تعزيز التدابير، على النحو المبيّن في الباب الخاص بالمنع والتعاون والتدابير الأخرى من بروتوكول تهريب المهاجرين، وذلك لمنع تهريب المهاجرين وزيادة تبادل المعلومات بين الدول الأطراف والسلطات ذات الصلة؛

(n) urges States parties to endeavour to make adequate and voluntary contributions to the account established in accordance with article 30, paragraph 2 (c), of the Convention for the purpose of technical assistance;
(ن) يحثّ الدول الأطراف على تقديم تبرعات كافية إلى الحساب المنشأ بمقتضى الفقرة 2 (ج) من المادة 30 من الاتفاقية لغرض المساعدة التقنية؛

4. urges States parties to use the Convention for broad cooperation in preventing and combating criminal offences against cultural property, especially in returning such proceeds of crime or property to their legitimate owners, in accordance with article 14, paragraph 2, of the Convention;
4- يحثّ الدول الأطراف على استخدام الاتفاقية من أجل توسيع نطاق التعاون على منع ومكافحة الجرائم المرتكبة ضد الممتلكات الثقافية، وبخاصة من خلال رد العائدات المتأتّية من ارتكاب الجرائم وردّ تلك الممتلكات إلى أصحابها الشرعيين، وفقاً للفقرة 2 من المادة 14 من الاتفاقية؛

3. urges States parties to the Firearms Protocol to harmonize their national legislation in a manner consistent with the Protocol, develop programmes of action to implement the Protocol, provide to the Secretariat full and up-to-date information on their national body or single point of contact and make use of the online directory of competent national authorities designated by States under the Firearms Protocol;
3- يحثّ الدول الأطراف في بروتوكول مكافحة الأسلحة النارية على مواءمة تشريعاتها الوطنية على نحو يتَّسق مع أحكام البروتوكول، وعلى وضع برامج عمل لتنفيذ ذلك البروتوكول، وعلى تزويد الأمانة بمعلومات كاملة ومحدّثة عن هيئتها الوطنية أو نقطة الاتصال الوحيدة لديها، وعلى الاستفادة من الدليل الإلكتروني للسلطات الوطنية المختصَّة التي عيَّنتها الدول بمقتضى بروتوكول مكافحة الأسلحة النارية؛

2. urges States parties and signatories to the United Nations Convention against Corruption and other donors to generate and disseminate knowledge on the substantive aspects of the Convention and provide technical assistance to requesting States;
2- يحثّ الدول الأطراف في اتفاقية الأمم المتحدة لمكافحة الفساد() والدول الموقّعة عليها وغيرها من الجهات المانحة على توليد ونشر المعارف عن الجوانب الموضوعية من الاتفاقية، وعلى تقديم المساعدة التقنية للدول التي تطلبها؛

The Conference should urge States parties to adopt national and regional integrated approaches for the implementation of the Firearms Protocol, taking into account, where possible, economic and social factors having an impact upon firearms-related crime.
8- وينبغي للمؤتمر أن يحثّ الدول الأطراف على اعتماد نُهج وطنية وإقليمية متكاملة لتنفيذ بروتوكول الأسلحة النارية، مع أخذ العوامل الاقتصادية والاجتماعية التي تؤثّر على الجريمة المتصلة بالأسلحة النارية في الحسبان قدر الإمكان.

The Conference should urge States parties that have not yet done so to implement the marking of firearms, in accordance with article 8 of the Firearms Protocol, including, where appropriate, their essential elements, for the purpose of identifying and tracing each firearm.
9- ينبغي للمؤتمر أن يحثّ الدول الأطراف التي لم تُنفِّذ بعد الاشتراط المتعلق بوسم الأسلحة النارية، وفقاً للمادة 8 من بروتوكول الأسلحة النارية، بما في ذلك، حسب الاقتضاء، عناصرها الأساسية، من أجل تحديد كل سلاح ناري وتعقّبه، على أن تفعل ذلك.

The Conference should urge States parties to implement the requirement in the Firearms Protocol of applying appropriate simple marking on each imported firearm so as to identify the country of import and, where possible, the year of import and, if required, to seek technical advice in that respect.
10- وينبغي للمؤتمر أن يحثّ الدول الأطراف على تنفيذ الاشتراط الوارد في بروتوكول الأسلحة النارية بتطبيق وسم بسيط مناسب لكل سلاح ناري مستورد من أجل تحديد بلد الاستيراد، وإن أمكن، سنة الاستيراد، والتماس المشورة التقنية في هذا الصدد عند الحاجة.
