2-1 ينبغي للدول أن تعترف بأن جميع الأشخاص سواسية أمام القانون وفي ظله ويحق لهم أن يتمتعوا، دون أي تمييز وعلى قدم المساواة، بالحماية والمزايا التي يوفرها القانون.

159- ينبغي للدول أن تعترف بواقع تكوين دولها المتعدد الأعراق والمتعدد الإثنيات والمتعدد الثقافات وأن تعمل على أن يجد هذا الاعتراف طريقه إلى التحقيق في قوانينها وثقافتها، وينبغي لها النهوض بثقافة تقوم على الديمقراطية من خلال الإعمال اليومي للحقوق المدنية والسياسية والاقتصادية والاجتماعية والثقافية بدون تمييز.
