وأوصت منظمة الكرامة بوضع نظام عدالة فعال وفقاً لقرار مجلس الأمن التابع للأمم المتحدة رقم 1325(61).

14. Al Karama (AK) informed that Libyan authorities had failed to adequately address the killings of up to 1,200 prisoners in the Abu Salim Prison, in June 1996.

517- واللجنة العربية لحقوق الإنسان، متحدثة أيضاً نيابة عن منظمة الكرامة لحقوق الإنسان، أعربت عن أسفها لأن معظم التوصيات الهامة للفريق العامل والهيئات التعاهدية لم تحظ بتأييد الجزائر.

1. Al Karama for Human Rights (KHR) notes that, according to the Algerian Constitution, a state of emergency can be decreed only for a specific period of time and can be extended only with parliamentary approval.
1- تشير منظمة " الكرامة لحقوق الإنسان " إلى أن الدستور الجزائري ينص على أنه لا يجوز فرض حالة الطوارئ إلا لفترة معينة ولا يجوز تمديدها إلا بعد موافقة البرلمان.

15. Al Karama for Human Rights (KHR) said that politically motivated arrests have increased since 2002, especially since the attacks in Casablanca on 16 May 2003.
15- وأفادت منظمة الكرامة لحقوق الإنسان بأن الاعتقالات ذات الطابع السياسي تزايدت منذ عام 2002 وخصوصاً منذ هجمات الدار البيضاء في 16 أيار/مايو 2003.

5. Al Karama (AK) reported that article 80 of the Constitution expressly provided for the primacy of international agreements over domestic law.
5- وأبلغت منظمة الكرامة أن المادة 80 من الدستور تنص صراحة على أسبقية أحكام الاتفاقات الدولية على أحكام القانون المحلي(8).

Al Karama indicated that child trafficking is prohibited by Law No. 22 promulgated in 2005.
5- وأشارت منظمة الكرامة إلى أن الاتجار في الأطفال محظور بموجب القانون رقم 22 الصادر عام 2005(9).

Al Karama reported that a department for human rights was established in 2005 within the Ministry of the Interior.
6- ذكرت منظمة الكرامة أنه تم إنشاء إدارة لحقوق الإنسان داخل وزارة الداخلية عام 2005(10).

According to Al Karama, thirty people were arrested between 1995 and 2000 as part of the investigation into the attempted coup organized by the father of the current Emir.
24- وذكرت منظمة الكرامة أن ثلاثين شخصاً اعتقلوا في الفترة الممتدة بين عام 1995 وعام 2000 في إطار التحقيق في المحاولة الانقلابية التي دبرها والد الأمير الحالي.

Al Karama recommended that Qatar, based on the principle of the equality of citizens in rights and duties, extend the right of pardon to all persons convicted in May 2001 following the attempted coup.
وأوصت منظمة الكرامة بأن تقوم قطر، استناداً إلى مبدأ المساواة بين المواطنين في الحقوق والواجبات، بتوسيع نطاق حق العفو ليشمل جميع الأشخاص الذين أُدينوا في أيار/مايو 2001 بعد المحاولة الانقلابية(32).

Al Karama informed that a code governing nationality was promulgated in 2005 (Law No. 38 of 2005) and that in this Act, the Emir is given sweeping powers to granting, revoke or reinstate Qatari nationality.
27- وأفادت منظمة الكرامة أن قانوناً منظماً للجنسية قد صدر عام 2005 (القانون رقم 38 لعام 2005) وأن الأمير أُعطي في هذا القانون صلاحيات كاسحة لمنح الجنسية القطرية أو إلغائها أو إعادتها.

Al Karama recommended that Qatar take steps to fight against situations of statelessness under the 1961 Statelessness Convention.
وأوصت منظمة الكرامة قطر باتخاذ خطوات لمكافحة حالات انعدام الجنسية في إطار اتفاقية انعدام الجنسية لعام 1961(44).

For Al Karama, even if these laws are often not put into application, the fact that they exist means that they can be enforced.
وترى منظمة الكرامة أن وجود هذه القوانين، وإن كانت لا تطبق كثيراً، يعني أنه يمكن إنفاذها(64).

33. Karama stated that Somalia's justice system was virtually non-existent with no effective national governance or functioning courts for the prosecution of crimes.
33- أشارت منظمة الكرامة إلى أن نظام العدالة لا وجود له تقريباً في الصومال، حيث لا يوجد نظام إداري وطني فعال أو محاكم عاملة للنظر في الجرائم.

Al Karama reported that in 2003, Qatar adopted through a referendum a new Constitution which came into force on 9 June 2005 and which includes the creation of a Parliament of 45 members, of which two thirds are elected by universal suffrage and one third is appointed by the Emir.
3- ذكرت منظمة الكرامة أن قطر قد اعتمدت، باستفتاء شعبي عام 2003، دستوراً جديداً دخل حيز النفاذ في 9 حزيران/يونيه 2005 ينص على إنشاء برلمان من خمسة وأربعين عضواً يُنتخَب ثلثاهم بالاقتراع العام ويعين الأمير الثلث المتبقي.

Al Karama added that this Parliament is intended to assist in policy development, but that it has yet to be established and the Emir continues to exercise the core powers.
وأضافت منظمة الكرامة أن القصد من هذا البرلمان هو المساعدة في وضع السياسة العامة، لكنه لم يُنشأ بعد ولا يزال الأمير يمارس السلطات الأساسية(6).
