ولتنظيم بن لادن شبكة واسعة من المعسكرات والترسانات ومرافق التدريب واﻹمداد في أفغانستان، ومرافق للدعم في السودان، استُخدمت وتُستخدم لشن هجمات إرهابية ضد أهداف أمريكية.

These attacks were carried out only after repeated efforts to convince the Government of the Sudan and the Taliban regime in Afghanistan to shut these terrorist activities down and to cease their cooperation with the Bin Ladin organization.

غادر السودان أيضا المستثمر العربي أسامة بن لادن بتاريخ ١٩/٥/١٩٩٦ وقد تم إخطار اﻷمم المتحدة بذلك اﻹجراء وتم تعميمه كوثيقة رسمية من وثائق مجلس اﻷمن بالرقم )S/1996/402( بتاريخ ٣١/٥/١٩٩٦.
