Importantly, under article 2 (1), each State party undertakes to take steps, individually and through international assistance and cooperation, especially economic and technical, to the maximum of its available resources, with a view to achieving progressively the full realization of the provisions of the Covenant.

5. Encourages all States to take steps with a view to achieving progressively the full realization of the right to food, including steps to promote the conditions for everyone to be free from hunger and as soon as possible enjoy fully the right to food, as well as to elaborate and adopt national plans to combat hunger;

1- تقر بأن إتاحة إمكانية الحصول على الأدوية، في سياق جوائح كفيروس نقص المناعة البشري/الإيدز والسل والملاريا، هي أحد العناصر الأساسية في التوصل تدريجياً إلى الإعمال التام لحق كل فرد في التمتع بأعلى مستوى من الصحة البدنية والعقلية يمكن بلوغه؛

As the Commission on Human Rights has observed: " access to medication in the context of pandemics such as HIV/AIDS is one fundamental element for achieving progressively the full realization of the right of everyone to the enjoyment of the highest attainable standard of physical and mental health " .
وكما لاحظت لجنة حقوق الإنسان فإن " إتاحة إمكانية التداوي في سياق جوائح كفيروس نقص المناعة البشرية/متلازمة نقص المناعة المكتسب هي أحد العناصر الأساسية في التوصل تدريجياً إلى الإعمال التام لحق كل إنسان في التمتع بأعلى مستوى من الصحة البدنية والعقلية يمكن بلوغه " (56).

According to the Committee, the principal obligation of States parties reflected in article 2.1 of the Covenant requires them to take steps " with a view to achieving progressively the full realization of the rights recognized " in the Covenant.

4. 10. The Committee regrets the absence of sufficient information on the use of maximum available resources by the State party in achieving progressively the full realization of the rights recognized in the Covenant (art. 2, para. 1).
10- تأسف اللجنة لقلة المعلومات عن استخدام الدولة الطرف أقصى ما يوجد من موارد للتدرج في الإعمال التام للحقوق التي ينص عليها العهد (الفقرة 1 من المادة 2).

99. Information should also be provided on the measures adopted pursuant to article 24, paragraph 4, to promote and encourage international cooperation with a view to achieving progressively the full realization of the right recognized in this article, and the particular consideration given to the needs of developing countries.

13. The Committee recommends that the State party allocate the maximum amount of its available resources for social services and assistance with a view to achieving progressively the full realization of the economic, social and cultural rights recognized in the Covenant, in accordance with article 2, paragraph 1, of the Covenant.
