The very article states that internal disturbances and tensions, such as riots, isolated and sporadic acts of violence and other acts of a similar nature are not armed conflicts and therefore they are outside the scope of the common article 3 of the Geneva Conventions as well as Additional Protocol II.
وتنص المادة ذاتها على أن الاضطرابات والتوترات الداخلية مثل أعمال الشغب وأعمال العنف العرضية الندرة وغيرها من اﻷعمال ذات الطبيعة المماثلة لا تعد منازعات مسلحة، ولا تندرج، بالتالي، في نطاق أحكام المادة ٣ المشتركة بين اتفاقيات جنيف، فضلاً عن أحكام البروتوكول اﻹضافي الثاني.

It is expressly stated in article 1, paragraph 2, of Protocol II that " situations of internal disturbances and tensions, such as riots, isolated and sporadic acts of violence and other acts of a similar nature " are not armed conflicts.
