(b) amend the Statute of limitations for acts of torture to be commensurate with the duration of statutory limitations for other crimes of a serious nature under the law of the State party, so that all acts of torture, including attempted acts of torture and complicity and participation in their commission, can be effectively investigated, and as relevant, prosecuted and punished;

" 5. Requests the Economic and Social Council to amend the Statute of the International Research and Training Institute for the Advancement of Women, where necessary, in order to permit the implementation of the measures contained in paragraphs 3 and 4 above;

President Jorda states that the judges have considered the possibility that the Security Council might be requested to amend the Statute of the International Tribunal in order to confer upon it the power to order the payment of compensation to the victims of the crimes that were committed by the persons whom it may convict.

4. In its resolution 2003/57, the Economic and Social Council decided to amend the Statute of INSTRAW and requested the General Assembly to consider the final report of the Working Group.
4 - وقرر المجلس الاقتصادي والاجتماعي، في قراره 2003/57 تعديل النظام الأساسي للمعهد، وطلب إلى الجمعية العامة أن تنظر في التقرير النهائي للفريق العامل.

Some delegations had been open to the proposal to amend the Statute of the Appeals Tribunal with a view to broadening the spectrum of legal expertise available to that body, while others had recalled that the required qualifications had been thoroughly discussed during the original negotiations on the statute.
وأعرب بعض الوفود عن تفهمه لاقتراح تعديل النظام الأساسي لمحكمة الاستئناف بغية توسيع أفق الخبرات القانونية المتاحة لهذه الهيئة، فيما ذكّر بعض آخر بأن المؤهلات المطلوب توافرها نوقشت باستفاضة خلال المفاوضات الأصلية المتعلقة بالنظام الأساسي.

1. Decides to amend the Statute of the United Nations Administrative Tribunal ( " the Statute " ), with effect from 1 January 2001, as follows:
1 - تقرر تعديل النظام الأساسي للمحكمة الإدارية للأمم المتحدة ( " النظام الأساسي " ) على النحو التالي، اعتبارا من 1 كانون الثاني/يناير 2001:

In its resolution 2003/57 of 24 July 2003, the Economic and Social Council decided to amend the Statute of the Institute, including the establishment of an Executive Board of INSTRAW to replace the Board of Trustees; and also requested the Secretary-General to report to the Assembly at its fifty-ninth session on the implementation of Council resolution 2003/57.
وفي قراره 2003/57 المؤرخ 24 تموز/ يوليه 2003، قرر المجلس الاقتصادي والاجتماعي تعديل النظام الأساسي للمعهد، بما في ذلك تشكيل مجلس تنفيذي للمعهد يحل مكان مجلس الأمناء؛ وطلب أيضا إلى الأمين العام أن يقدم تقريرا إلى الجمعية في دورتها التاسعة والخمسين عن تنفيذ قرار المجلس 2003/57.

10. In paragraph 5 of the draft resolution, the Economic and Social Council would be requested to amend the Statute of the International Research and Training Institute for the Advancement of Women, where necessary, in order to permit the implementation of the measures contained in paragraphs 3 and 4 of the draft resolution.
10 - في الفقرة 5 من مشروع القرار، يطلب إلى المجلس الاقتصادي والاجتماعي تعديل النظام الأساسي للمعهد الدولي للبحث والتدريب من أجل النهوض بالمرأة، بحسب الاقتضاء، للسماح له بتنفيذ التدابير الواردة في الفقرتين 4 و 5 من مشروع القرار.

6. The note specified the proposal of the Working Group to amend the Statute of INSTRAW, in accordance with the recommendations made by the Working Group in its first report (see A/57/330, paras. 52, 53 and 55).
6 - وأبـرزت المذكرة اقتراح الفريق العامل بتعديل النظام الأساسي للمعهد، وفقا لتوصيات الفريق العامل الواردة في تقريره الأول (انظر A/57/303، الفقرات 52 و 53 و 55).

Taking note of the preliminary report of the Working Group, submitted to the Commission on the Status of Women, at its forty-seventh session, which highlighted the need for the Economic and Social Council to amend the Statute of the Institute,

6. In accordance with the report of the Working Group (A/57/330), adopted by the General Assembly in its resolution 57/175, paragraph 57 (a) mandates the Economic and Social Council to amend the Statute of INSTRAW as per paragraphs 52, 53 and 55 of the report.

In his letter, President Møse requests that the Security Council amend the Statute of the International Criminal Tribunal for Rwanda so that, during the period during which an ad litem judge is appointed to serve on the Tribunal for a trial, he or she can also adjudicate in pre-trial proceedings in other cases.
وطلب الرئيس موز في رسالته إلى مجلس الأمن أن يعدل النظام الأساسي للمحكمة الجنائية الدولية لرواندا حتى يتسنى لأي قاض مخصص يعين للعمل في المحكمة لغرض أي محاكمة، النظر أيضا في الإجراءات الأولية في قضايا أخرى.

In order that the Tribunal may be better placed to achieve that target, President Møse requests that the Security Council amend the Statute of the International Tribunal for Rwanda so that the Tribunal would be authorized to make use of up to nine ad litem judges at any one time, rather than a maximum of four, as at present.
وبغية تمكين المحكمة على نحو أفضل من تحقيق ذلك الهدف، يطلب الرئيس موسي إلى مجلس الأمن أن يعدل النظام الأساسي للمحكمة الجنائية الدولية لرواندا على نحو يأذن للمحكمة أن تستخدم على الدوام عددا أقصاه 9 من القضاة المخصصين عوضا عن العدد الأقصى المحدد حاليا بأربعة من القضاة المخصصين.
