٣٢- يتخذ الهدف رقم ١، وهو: " ضمان عدم قيام الممارسات التجارية التقييدية بعرقلة أو إبطال تحقيق الفوائد التي يفترض أن تنشأ عن تحرير الحواجز التعريفية وغير التعريفية التي تؤثر في التجارة العالمية، لا سيما ما يؤثر منها في تجارة البلدان النامية وتنميتها " . حجماً جديداً اﻵن بعد استكمال جولة أوروغواي.

184. Significant progress in the implementation of decisions adopted by major United Nations conferences and summits would have a serious bearing not only on the growth and development of developing countries, but also on the functioning and credibility of the United Nations.
184- وأضاف قائلاً إن إحراز تقدم ملموس في تنفيذ القرارات التي تعتمدها المؤتمرات الرئيسية ومؤتمرات القمة التي تعقدها الأمم المتحدة سيكون لـه تأثير هام لا يقتصر على نمو البلدان النامية وتنميتها فحسب بل يشمل أيضاً عمل الأمم المتحدة ومصداقيتها.

69- تهدف مجموعة الأمم المتحدة للمبادئ والقواعد المنصفة المتفق عليها على الصعيد المتعدد الأطراف من أجل مكافحة الممارسات التجارية التقييدية، والتي يعود تاريخها إلى عام 1980، إلى " ضمان ألا تعيق الممارسات التجارية التقييدية أو تبطل تحقيق الفوائد التي قد تنشأ عن رفع الحواجز التعريفية وغير التعريفية التي تؤثر في التجارة العالمية، ولا سيما تلك المؤثرة في تجارة البلدان النامية وتنميتها " .
