وتهيئ ورقات إطار السياسة العامة وبرامج التكيف الهيكلي التي يعتمدها عدد كبير من البلدان الافريقية فرصة لزيادة التعاون بين مؤسسات بريتون وودز وسائر مؤسسات وهيئات منظومة اﻷمم المتحدة، مثلا في نطاق وضع المذكرات المتعلقة بالاستراتيجيات القطرية.
