With reference to economic, social and cultural rights, the SubCommission adopted decisions and resolutions relating to eight topics, inter alia globalization and its impact on the full enjoyment of all human rights, housing and property restitution in the context of the return of refugees and internally displaced persons, the convening of a social forum, and the right to adequate food and to be free from hunger.
وفيما يخص الحقوق الاقتصادية والاجتماعية والثقافية، اعتمدت اللجنة الفرعية مقررات وقرارات تتعلق بثمانية مواضيع منها العولمة وأثرها على التمتع الكامل بجميع حقوق الإنسان ورد السكن والممتلكات في سياق عودة اللاجئين والمشردين داخلياً، وعقد محفل اجتماعي، والحق في الغذاء الكافي وفي التحرر من الجوع.

Noting in particular General Comment No. 12 on the right to adequate food adopted by the Committee on Economic, Social and Cultural Rights in 1999, which clarified the content of the right to food and to be free from hunger and recommended steps for its progressive implementation by States and the international community,
وإذ تلاحظ بوجه خاص التعليق العام رقم 12 بشأن الحق في الغذاء الكافي الذي اعتمدته اللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية في عام 1999، والذي أوضح مضمون الحق في الغذاء وفي التحرر من الجوع وأوصى بخطوات لإعماله التدريجي من جانب الدول والمجتمع الدولي،

(c) To promote the explicit incorporation of the right to adequate food and to be free from hunger in poverty reduction strategies;

6. Urges Member States to consider holding national seminars with relevant stakeholders to initiate or develop a dialogue on the scope of and conditions for implementing the right to adequate food and to be free from hunger.

5. Also endorses the recommendation to States to elaborate national strategies for the realization for everyone within their territory of the rights to adequate food and to be free from hunger, including the elaboration of framework legislation as proposed in general comment No. 12 of the Committee on Economic, Social and Cultural Rights;
5- تؤيد أيضاً التوصية الموجهة إلى الدول بوضع استراتيجيات وطنية لإعمال الحقوق في الغذاء الكافي وفي التحرر من الجوع لكل فرد داخل أراضيها، بما في ذلك وضع تشريع إطاري كما اقتُرح في التعليق العام رقم 12 الذي وضعته لجنة الحقوق الاقتصادية والاجتماعية والثقافية؛

53. The Sub-Commission also endorsed the recommendation to States to elaborate national strategies for the realization for everyone within their territory of the rights to adequate food and to be free from hunger, including the elaboration of framework legislation as proposed in General Comment No. 12 of the Committee on Economic, Social and Cultural Rights.
53- وأيدت اللجنة الفرعية أيضا التوصية الموجهة إلى الدول بأن تضع استراتيجيات وطنية لإعمال الحق في الغذاء الكافي وفي التحرر من الجوع لكل فرد داخل أراضيها، بما في ذلك إعداد تشريع إطاري على النحو المقترح في التعليق العام رقم 12 للجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية.

14. In conclusion, the Committee emphasizes that the world food crisis severely affects the full realization of the human right to adequate food and to be free from hunger, and therefore calls upon all States to fulfill their basic human rights obligations under the Covenant
14- وفي الختام، تؤكد اللجنة أن الأزمة الغذائية العالمية تؤثر تأثيراً شديداً للغاية في الإعمال التام لحق الإنسان في غذاء كافٍ وفي التحرر من الجوع؛ ومن ثم، فهي تهيب بالدول كافةً أن تفي بما يتعين عليها الوفاء به بمقتضى أحكام العهد من التزامات في مجال حقوق الإنسان الأساسية.

Recalling its resolution 2001/7 of 15 August 2001 on the right to food, in which it appealed, through the Commission on Human Rights, to the world's leaders at the World Food Summit: five years later to reaffirm the right of everyone to adequate food and to be free from hunger, to call on States to develop a national strategy to implement progressively the right to food and to promote the right to food in poverty reduction strategies,
إذ تشير إلى قرارها 2001/7 المؤرخ 15 آب/أغسطس 2001 بشأن الحق في الغذاء الذي ناشدت فيه، من خلال لجنة حقوق الإنسان، قادة العالم المجتمعين في " مؤتمر القمة العالمي للغذاء: بعد مضي خمس سنوات " أن يؤكدوا مجدداً حق كل إنسان في الغذاء الكافي وفي التحرر من الجوع، وأن يهيبوا بالدول أن تضع استراتيجية وطنية لإعمال الحق في الغذاء تدريجيا، وأن يشجعوا على إدراج الحق في الغذاء في استراتيجيات الحد من الفقر،

It endorsed in particular the recommendation to the High Commissioner to ensure, through various measures, a continued follow-up of the evolving process to identify the steps needed to implement the rights of all to adequate food and to be free from hunger, drawing up a coherent United Nations strategy for this purpose which could also serve as a model for how to approach economic, social and cultural rights more generally.
وأيدت بوجه خاص التوصية الموجهة إلى المفوضة السامية لكي تكفل، من خلال تدابير مختلفة، استمرار متابعة العملية الجارية لتحديد الخطوات اللازمة لإعمال حقوق الجميع في الغذاء الكافي وفي التحرر من الجوع، ووضع استراتيجية منسقة تتبعها الأمم المتحدة تحقيقا لهذا الغرض ويمكن أن تستخدم أيضا كنموذج لكيفية تناول الحقوق الاقتصادية والاجتماعية والثقافية بوجه أعم.
