1. The Board of Auditors has examined the financial statements of the United Nations Development Programme (UNDP) for the period 1 January 1992 to 31 December 1993, in accordance with General Assembly resolution 74 (I) of 7 December 1946, and article XVII of the Financial Regulations of UNDP.

The GATS, in article XVII on national treatment, does not limit the distinction between services and service providers only to the characteristics of the product, as is the case under GATT Article III. Other regulatory distinctions of otherwise " like " services and service providers are available.
