4.3 As to the alleged violation of article 14, paragraph 1, of the Covenant, the State party first observes that the author has failed to substantiate that allegation.

4.4 As to the alleged violation of article 14, paragraph 5, the State party repeats that the matter was never raised in the domestic courts, not even in the application for amparo submitted to the Constitutional Court.

6.6 As to the alleged violation of article 2 of the Convention, the Committee notes the complainant's argument that the obligation to take effective measures to prevent torture has not been honoured because the pardons granted to the Civil Guards have the practical effect of allowing torture to go unpunished and encouraging its repetition.
6-6 أما فيما يتعلق بزعم انتهاك المادة 2 من الاتفاقية، فتحيط اللجنة علماً بحجة صاحب الشكوى التي تفيد بأنه لم يتم الوفاء بالالتزام باتخاذ تدابير فعالة لمنع التعذيب لأن العفو الذي منح لضباط الحرس المدني كان لـه مفعول في الواقع، ألا وهو عدم المعاقبة على التعذيب والتشجيع على إعادة ممارسته.

9.7 As to the alleged violation of article 9, paragraph 4, the Committee recalls that the author's husband had no access to counsel during his incommunicado detention, which prevented him from challenging the lawfulness of his detention during that period.
9-7 وبخصوص الانتهاك المزعوم لأحكام الفقرة 4 من المادة 9، تذكِّر اللجنة بأن زوج صاحبة البلاغ لم يتمكن من الاتصال بمحامٍ خلال فترة حبسه حبساً انفرادياً، وهو ما حال دون إمكانية اعتراضه على قانونية اعتقاله خلال تلك الفترة.

4.4 As to the alleged violation of article 4 (2) of the Covenant, the State party maintains that the author submits no explanation in support.
4-4 وأما عن ادعاء انتهاك أحكام الفقرة 2 من المادة 4 من العهد، فتؤكد الدولة الطرف أن صاحب البلاغ لا يقدم أي توضيح يدعمه.

Similarly, the author has not provided sufficient information As to the alleged violation of his rights as a former penitentiary official by being held at times together with ordinary criminals.
