On that basis, taking into account the report of the Commission of Experts, as well as the views expressed by the Governments of Indonesia and Timor-Leste, I have concluded that a practically feasible approach to justice and reconciliation for Timor-Leste at the present stage should include the following recommendations for the Security Council's consideration:
