The non-governmental sector has embarked on a major global initiative of holding a " World NGO Forum on Launching the International Year of the Family " , to be held at Valletta from 28 November to 2 December 1993.

The ITU Plenipotentiary Conference, held at Kyoto, Japan, in 1994, adopted resolution 35, in which ITU was committed to accelerating the use of telecommunication technologies for the protection of the environment in pursuance of the ideals of Agenda 21, as further reiterated in recommendation 7 of the Second World Telecommunication Development Conference, held at Valletta in 1998.

The second WTDC, held at Valletta from 23 March to 1 April 1998, analysed the implementation of the Buenos Aires Action Plan, adopted by WTDC in 1994 and incorporated into the Valletta Action Plan for the period 1999 to 2003.

At the regional level, he said that there were plans to hold four preparatory meetings; namely, at Tunis (29 March-2 April 1993) for Arab and African States; at Valletta (26-30 April 1993) for European and North American States; in Beijing (24-28 May 1993) for the region covering Asia and the Pacific; and at Cartagena (9-14 August 1993) for the Latin American and Caribbean region.
